Research On The System Of The Public Welfare Fund For Ecological Environmental Protection In Our Country

The number of environmental public interest litigation cases is increasing,and correspondingly,the costs of damages and restoration of ecological environmental pollution obtained through judicial channels are also increasing sharply.However,in practice,such problems as who should own such funds,who should manage such funds and how to use such funds keep emerging.Therefore,this paper focuses on the construction of ecological environmental judicial protection welfare fund,clarifies the concept of "ecological environmental judicial protection welfare fund",summarizes the theory and practice of domestic and foreign related ecological environmental judicial protection welfare fund,and proposes to manage the welfare fund in the form of fund,clarifies the ownership subject,use scope,application procedure,supervision system,and responsibility system of the welfare fund,so as to form a complete closed loop system of ecological environmental judicial protection welfare fund,which is conducive to improving its use efficiency,improving the level of ecological environmental protection,and the effect of environmental restoration.
