Research On The Method Of Creating Safe And Development-Oriented City Based On Government Perspective

After the reform and opening up,China's economy has developed rapidly,the size of the city has expanded year by year,and the level of urbanization has rapidly improved.At the same time,various serious accidents that have troubled the development of urban safety have also occurred from time to time.And the problem of urban safety development needs to be resolved urgently.In 2018,the “Opinions on Promoting Urban Security Development” issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council clearly stated that “building a safe and development-oriented city” should be the ultimate goal of China's urban security development.The research on urban security in China started at the beginning of this century,which has a big gap with Japan,the United States,the United Kingdom and other developed countries.The establishment of a safe and development-oriented city is a pioneering task,and there is no mature experience at home and abroad for reference.At present,the research on safe and developmentoriented cities is relatively general,and the research focuses on the level of safeguard measures.There is a lack of research on specific elements such as the target system,construction content,and key tasks of safe and development-oriented cities.The creation of the safe and developmentoriented cities lacks systematic method guidance,so the practical difficulties encountered in the creation work cannot be solved.This paper makes full use of the current research status at home and abroad to broaden the thinking of urban safety management.Based on the perspective of the government,starting from the whole process of building a safe and development-oriented city,this paper studies the methods of building a safe and development-oriented city,which will effectively improve the current status of China's urban safety development.This paper starts with the research on the concept,function,characteristics and systematic frame of a safe and development--oriented city.Through researching related theories,the method of creating a safe and development-oriented city based on the government perspective is divided into six steps: analyze the creation background,determine the guiding ideology,basic principles and construction stage,establish the target system,design the construction content,decompose the key tasks,formulate the safeguard measures.Conducting the assessment of safe and developmentoriented city's creation effects.This paper draws the model of building a safe and developmentoriented city from three dimensions: construction field,construction content and construction stage.Based on the “three bases,one method” mode,this paper designs the key task decomposition table containing the work content,main achievements(indicators)and other document elements.In order to facilitate the assessment and evaluation work,this paper studies the calculation formulas of the target realization rate,the average completion rate of content elements,the average completion rate of construction projects,and the reasonableness of safeguard measures,puts forward the principles,methods and processes of assessment and evaluation,draws a technology roadmap and designs an auxiliary tool table for assessment and evaluation.In order to verify the scientific city and practicability of the safe development city creation method based on the government's perspective,this paper takes XX City in Yunnan Province as an example to conduct an empirical study on the work of XX City to create a safe development demonstration city.The results of the study show that the method of creating a safe development city based on the government's perspective studied in this paper has good practicality and convenience.It is suitable for the government to carry out the work of creating a safe development city,which can improve the intrinsic safety of cities in China.
