Since the reform and opening up,Chinese cities have developed rapidly and achieved remarkable success.However,rapid urbanization process and dramatic economic development have also brought many―urban diseases‖.Especially,the occurrence of local haze events with fine particulate matter(PM2.5)as a representative pollutant causes deleterious impacts on human health,and threatens urban sustainable development.In recent years,advancing the ecological civilization and preventing PM2.5pollution have become one of our major development goals.In response,a large number of local governments devoted great amount of efforts,resources and technologies to promote PM2.5 pollution prevention and control.So what are the effects of these prevention and control measures?How to achieve a win-win development strategy between economic growth and environmental protection with less investment resources?Urban PM2.5 pollution control efficiency measures transformation efficiency level from resource environmental input to economy output and PM2.5 emission.It is a new perspective and research tool for studying urban sustainable development.Therefore,accurate assessment and improvement of PM2.5 pollution control efficiency can not only promote economic development and intensive utilization of resource,but also help PM2.5pollution prevention and control.However,most of the existing studies on environmental efficiency only take economic growth as a single output.Few studies have included PM2.5 emissions as output in the evaluation of environmental efficiency performance,even though some scholars have considered the industrial―three wastes‖.Therefore,this research starts from the status quo of PM2.5 emissions in Chinese cities,examines PM2.5 pollution prevention and control measures,comprehensively evaluates PM2.5 pollution control efficiency,empirically tests the impact factor of PM2.5 pollution control efficiency,and discusses the method of PM2.5 pollution control efficiency promotion strategy in different cities.The main research procedures and results are shown as follow:(1)This study analyzes status quo of PM2.5 pollution and its control measures in Chinese cities.In general,PM2.5 pollution was relatively serious in the eastern and central regions,and the pollution boundary gradually shifted to the southern and western regions with time during the period of 2003 to 2017.The annual average PM2.5 concentration is50.26ug/m3 in 112 key cities for air pollution prevention and control.There are only 8cities with light pollution level among 112 individual cities.Meanwhile,socioeconomic factors of PM2.5 concentrations in 112 individual cities from 2003 to 2017 are identified using Kaya identity and LMDI.The results show that energy structure inhibits the PM2.5concentrations,and energy intensity,economic output and population stimulates the PM2.5 concentrations.Finally,according to the landmark regulation and main policy of PM2.5 pollution prevention and control in China,it can be found that great amount of efforts,resources and technologies have been invested by central and local governments to promote PM2.5 pollution prevention and control.(2)This study evaluates static,dynamic,and spatial characteristics of PM2.5pollution control efficiency in Chinese cities.First,an evaluation indicator system is built for PM2.5 pollution control efficiency.Then,the Super-SBM model with undesirable output is established to calculate static characteristics of PM2.5 pollution control efficiency.The results show that the overall PM2.5pollution control efficiency performance across the Chinese cities is relatively low with the annual average of 0.5007during surveyed period and there is still room to improve their efficiency.The PM2.5pollution control efficiency performance in the eastern region is significantly higher than that in the central and western regions.The top three PM2.5pollution control efficiency performers are Yuxi,Shenzhen and Changde.Anyang,Kaifeng and Jiaozuo are the bottom three performers.In addition,Chinese cities have huge PM2.5 pollution reduction potential with an annual average PM2.5 pollution reduction potential rate of 55.16%.Second,the Malmquist-Luenberger productivity index is applied to calculate dynamic changes of PM2.5 pollution control efficiency.The results indicate that a significant improvement in PM2.5 pollution control efficiency is achieved during the period of 2003to 2017.Finally,the global and local spatial autocorrelation analysis is conducted to calculate spatial characteristics of PM2.5 pollution control efficiency.The results show a significant global spatial agglomeration characteristics of PM2.5 pollution control efficiency in Chinese cities.Local spatial analysis results indicate that the―high-high‖agglomeration cities are mainly located in the eastern region,and agglomeration boundary shifted to the northern region with time.The―low-low‖agglomeration cities are mainly located in Shaanxi,Shanxi,Hebei,and Henan provinces.(3)This study analyzes the impact factors of PM2.5 pollution control efficiency in Chinese cities.First,impact factors including structural change,environmental regulation,technological progress and economic system are identified of PM2.5 pollution control efficiency in Chinese cities.Then the Tobit panel model is established to calculate the impact relationship of above factors on PM2.5 pollution control efficiency in Chinese cities from 2003 to 2017.The results indicate that there is an inverted U curve relationship between economic development and the PM2.5 pollution control efficiency.Technological progress has significant positive impact on the PM2.5 pollution control efficiency.However,industrial structure and foreign direct investment(FDI)shows significant negative impact.Environmental regulation does not show positive impact on PM2.5pollution control efficiency.At the regional level,economic development has significant positive impact on the PM2.5 pollution control efficiency in eastern region.Industrial structure has significant negative impact on the PM2.5 pollution control efficiency in central and western regions.FDI has significant negative impact on the PM2.5 pollution control efficiency in all regions.(4)This study analyzes the promotion strategies of PM2.5 pollution control efficiency in Chinese cities.Based on experience mining and semantic recognition analysis of text mining,a new promotion strategy method using the programming of Python is designed to improve PM2.5 pollution control efficiency.This method mines the PM2.5 pollution prevention and control experiences measures of cities with good PM2.5pollution control efficiency performance,and clusters the experience measures based on the impact factors of efficiency performance.Based on these experiences,this paper analyzes the strategies including adjustment of industrial and energy structure,strengthening technological support,promotion of economic transformation,optimization of foreign investment and improvement of environmental regulation to improve the performance of PM2.5 pollution control efficiency in Chinese cities.Following the order of―questions raised‖-―question analyzed‖-―question solved‖,this research concentrates on the critical issue on PM2.5 pollution control efficiency and analyzes the status quo of PM2.5 pollution,and its control efficiency,impact factors and promotion strategy in Chinese cities.The results of this paper could enrich the research filed on urban PM2.5 pollution control efficiency,and provide valuable guidance for improvement of the PM2.5 pollution control efficiency.
