Research On Risk Management Of Environmental Comprehensive Management PPP Project

Comprehensive environmental management is to achieve China's sustainable development strategy,maintain ecological balance,and is a major measure to improve people's quality of life.China is also constantly improving the formulation and implementation of environmental laws and regulations.The comprehensive environmental governance has the characteristics of public welfare and government-oriented.At present,the funds for comprehensive environmental management in China mainly come from the financial allocation of the central government.Because the comprehensive environmental management project is not commercial,the income is less,and social capital is not willing to participate.The shortage of funds caused by these factors has seriously hindered the implementation and development of comprehensive environmental management.Recent years,Western countries have successfully introduced the PPP model in areas such as infrastructure construction and public utilities.The PPP model integrates resources from government,financial institutions and social capitalists,which not only eases the government's huge financial pressure and improves the quality of the products and services,but also the social capital side has obtained a certain amount of income.With the continuous advancement of the "Thirteenth Five-Year Plan",many PPP projects for infrastructure construction have emerged in China,and good results have also been achieved.From this point of view,the development trend of PPP projects for environmental comprehensive management is increasingly obvious.Risk management is the key to the success of the comprehensive environmental management PPP projects.The risk factors that lead to the failure of domestic PPP projects are summarized,and the WBS-RBS method is used to decompose the project structure and project risks to more effectively and comprehensively identify the risks of environmentally integrated PPP projects.Firstly,the article summarizes the research on related PPP models at home and abroad,and determines the research route of this paper.Secondly,it introduces the PPP model related theory,risk management theory and comprehensive evaluation theory applied in the risk management of environmental comprehensive management PPP project.Finally,from the perspective of social capital,this paper gives targeted measures through the research on risk identification,risk assessment and risk response of PPP projects.On this basis,the 41 risk factors that have been identified through preliminary identification are screened.According to the 23 risk indicators selected,the risk assessment index system of environmental comprehensive management PPP project is constructed.Then take the fourth batch of national PPP demonstration project-PY County water environment management and ecological restoration project as an example,combined with the entropy weight method and fuzzy comprehensive evaluation model for risk assessment.According to the evaluated risk factors that have a great impact on the.project,corresponding risk response measures are proposed.Based on the research results of relevant risk sharing,the risk sharing plan of environmental comprehensive governance PPP project was formulated,which provided a reference and a certain theoretical basis for the risk management of environmentally integrated PPP project.
