Research On The Problems And Countermeasures Of Smog Control In Shanxi Province From The Perspective Of Post-New Public Management

Over the past 40 years of reform and opening up,while enjoying the development,China is also suffering from the problems caused by environmental damage and smog pollution is one of the byproducts of rapid economic development.As a traditional major province rich in energy resources,Shanxi has benefited a lot from the huge income brought by the coal economy.However,it is also suffering from serious pollution caused by coal production and consumption,resulting in serious air pollution and frequently occurred smog in the region.How to effectively control the smog,fight the battle against pollution,win the campaign of blue sky defense,and implement the green development concept that ecological environment is productivity,have become one of the important tasks of the government.After sorting out and summarizing the existing literature related to smog pollution from the aspects of pollution status and sources,government management and public participation,it is found that there are few literatures on smog analysis in Shanxi Province,so smog control in Shanxi Province is determined to be the main research object of this paper.Firstly,summarized the current situation of smog control in Shanxi Province,including its development trend,the policy measures,cross-regional governance and the current situation of public participation led by the government in recent years is summarized.Secondly,based on the current situation and combined with cases such as environmental inspection review and so on,it is found that there are following problems in the process of smog control in Shanxi Province at the present stage:(1)Policy implementation is not effective in many fields,such as sewage discharge from factories and enterprises,construction of urban buildings,motor vehicles,daily life and so on.(2)The main responsibility mechanism is imperfect.Some local governments and officials have failed to implement the main governance and supervision responsibilities.(3)The cross-regional governance mechanisms is insufficient,the inadequate formulation of crossregional governance policies among provincial governments,and unsound coordination mechanisms,have ultimately led to the lack of cross-domain management actions.(4)Policy summaries and evaluations are not enough,meanwhile,enterprises and the public lack active participation in the fight against smog.Guided by the Post-New Public Management theory,this research provides an in-depth analysis of the problems existing in the management of smog in Shanxi Province.It is found that there are four main reasons regarding the issues of current smog control: the deep influence of traditional concept of political achievements and local protectionism,the lack of coordination and negotiation mechanisms,and the deficient mechanism of policy supervision,regulation and implementation.On the basis of the background of smog pollution in Shanxi Province and the main problems and causes in smog pollution control,three developed countries,the United Kingdom,the United States and Japan,are choose as the reference for experience.The experience are summarized from three aspects: the coordinated development in smog control in Britain,the multiple control measures of smog in the United States and the public participation in Japan's atmospheric environment control.Then it points out the countermeasures and suggestions to improve the smog control in Shanxi Province from three aspects:(1)Enhance the construction of the subjective consciousness in smog control.(2)Improve the coordination mechanism of smog control.(3)Strengthen the supervision and management of smog control.
