A history of human civilization is also a history of the destruction of the natural environment.While enjoying the fruits of economic development,the living environment is seriously threatened.To combat global warming and climate change,countries around the world are taking action to reduce carbon dioxide emissions.After years of exploration and practice,Emission Trading Scheme(ETS)has become the most favored environmental policy in the world.Among them,the European Union carbon emission trading scheme is the most successful application of the greenhouse gas emission trading mechanism.The practical experience of ETS in EU can provide reference for the development of ETS in other countries.Scholars have done a lot of research on the policy effects of ETS.Previous researches mainly focused on the specific industrial factors at the micro level and lacked the discussion on the impact of ETS on the upgrading of industrial structure at the macro level.Taking the EU ETS as the research object,this paper measures the upgrading of the industrial structure from two dimensions:the change of the industrial structure and the optimization of the industrial structure.First,the control group matched with the EU ETS participating countries was screened by propensity score matching(PSM),and then the impact of ETS implementation on the upgrading of the industrial structure of eu member states was investigated by the double difference method(DID).The empirical results show that the EU ETS may have no significant impact on the change of national or regional industrial structure,while the implementation of the eu ETS significantly promotes the upgrading of national or regional industrial structure.The conclusion of this paper can provide reference for the major countries with unbalanced domestic development to formulate emission reduction policies.
