A Research Of Agricultural Ecological Compensation Mechanism In Bohai Rim Region

In recent years,China's economy has been developing rapidly.With the rapid economic development,problems such as shortage of agricultural resources,deterioration of agricultural ecological environment and intensification of agricultural environmental pollution emerge one after another.The continuous deterioration of the natural ecological environment has become a stumbling block to the sustainable development of China's social economy.China began to pay attention to the contradiction between ecological environment and economic development through agricultural ecological compensation.The northern coast of bohai sea is China's important economic zone,in the opening to the coastal development strategy,holds the extremely important status,in recent years agricultural development,agricultural structure optimized constantly,but also produced some environmental problems,agricultural ecological problem in bohai sea area not only the problem of agricultural development in the circum bohai sea region,also relates the beijing-tianjin-hebei and north China,northeast China even larger area of agricultural development and stability,at present,the bohai sea region has not yet formed agricultural ecological compensation mechanism,to develop agricultural ecological compensation policies are less,therefore,this article to link bohai sea area as the research object,This paper analyzes the status quo of agricultural ecological compensation,finds out the existing problems of agricultural ecological compensation,and analyzes the influencing factors of agricultural ecological compensation intention,then constructs the mechanism of agricultural ecological compensation in bohai rim region.Through the research,it is concluded that:(1)the existing problems of agro-ecological compensation in the bohai rim region mainly include: unclear subject and object of compensation,unscientific standard of agro-ecological compensation,single mode of agro-ecological compensation,narrow capital channel of agro-ecological compensation,lack of agro-ecological compensation mechanism,etc.In addition,farmers in the bohai rim region do not have a high awareness of ecological compensation.They prefer cash compensation and in-kind compensation.They are not willing to pay ecological compensation.(2)the influencing factors of farmers' ecological compensation intention include: whether they have received agricultural ecological compensation policy,education level,willingness to pay for environment,cognition of environment's influence on themselves,cognition of agricultural ecological compensation,main source of income,etc.;(3)the link bohai sea area of agricultural ecological compensation mechanism for compensation subject to damage the environment behavior of farmers,the government,enterprises and other environmental saboteurs,compensation mode mainly for cash,ecological purchasing and technical training,including cash compensation standard is 5396.18 yuan/ha/year,compensation is mainly planting and breeding technology training,etc.;The object of compensation is the damaged farmers and environmentalists.In addition,the bohai rim region should give full play to the leading role of the government,improve rural infrastructure,raise compensation funds through multiple channels and increase the publicity of ecological compensation policies to ensure the smooth implementation of agricultural ecological compensation mechanism.
