As General Secretary Xi Jinping proposed in the report of the19 th National Congress of the CPC "deepening supply-side structural reforms,supporting the optimization and upgrading of traditional industries,and promoting the advancement of China's traditional industries toward the mid-to-high end of the global value chain",the wave of China 's supply-side reforms has continued in 2017.Strong administrative control such as "strip steel" regulation and environmental protection and limited production have pushed the profit of the steel pipe industry to its peak in the past ten years.However,the crisis of overcapacity in the steel pipe industry has not disappeared yet.In 2016,the Ministry of Finance of China issued the "Basic Guidelines for Management Accounting".As a comprehensive management accounting tool,comprehensive budget management has been valued by large state-owned enterprises,and its development has reached a new level.P Steel Pipe Company's comprehensive budget management has beenimplemented for more than ten years,and some problems have appeared.It is seeking suitable management tools to play a supporting role in comprehensive budget management.Comprehensive budget management is characterized by full participation,all-round and whole process.The value chain pays attention to all the value-added links.the two management accounting tools coincide with each other in their concept.Therefore,from the perspective of the value chain,a path to improve comprehensive budget management can be explored to help P company win new advantages in the competition of its peers.This article takes the combined application of comprehensive budget management and value chain as the research object,and uses contingency theory and resource-based theory as the theoretical basis.Through field investigation on the current situation of comprehensive budget management of P company,a leading company in the steel pipe industry,I have collated the research data and summarized the obtained information,discovered and analyzed the problems existing in the comprehensive budget management of P company,discussed the necessity and feasibility of optimizing the comprehensive budget management of P company with value chain,and I believe that integrating the value chain theory can solve these problems well.Analysis of external value chains,and then applying value chain theory and using the results of value chain analysis,reconstructed the overall budgetmanagement organization structure and functions of P Company.The whole process,including formulating comprehensive budget targets,comprehensive budget preparation,comprehensive budget execution and control,and comprehensive budget analysis and adjustment,comprehensive budget assessment and evaluation,was reengineered to build a comprehensive budget management system based on the value chain.Finally,according to the improved comprehensive budget management system and the actual conditions of P company,corresponding guarantee measures were proposed for the smooth implementation of the model.The results and conclusions of this article are as follows:(1)This article clarified that P company must strengthen the environmental adaptability of comprehensive budget management if it is to combat the industry crisis and win market competition.The value chain theory is used as the guiding idea to optimize the comprehensive budget management system.Value chain analysis were applied to the construction of P company's comprehensive budget management system;(2)Based on an in-depth analysis of P company's value chain,this paper builds a comprehensive value management system for P company based on the value chain,and proposes safeguards for the specific implementation of the new system,Which enhances the operability of the system;(3)The case companies studied in this article are the best inthe steel pipe industry.The cases are typical and can serve as a model for companies in the same industry.The company's experience of the combination of the value chain analysis method and comprehensive budget management can be promoted in the whole steel pipe industry and can be used for reference by peers.
