Research On The Synergistic Development Mechanism And Realization Path Of Economy And Environment In Resource-based Cities

With the gradual improvement of my country’s industrial structure system and stable economic development,labor,capital,and technology are becoming more and more important in the input elements of the national economy.Under the new normal environment of economic development,resource-based cities are facing economic growth difficulties.my country’s resource-based cities take sustainable development as their goal entry point,explore breakthroughs and power points for economic growth,and while pursuing rapid economic development,they will focus more on the improvement of quality and strive for high-quality development to achieve The reasonable matching of economic development and ecological environment will finally realize the transformation of the development model of resource-based cities.This article briefly explains the significance of the topic,clarifies the research content and methods,technical roadmap,etc.,and sorts out the relevant research results at home and abroad,mainly defines the concept of resource-based cities,and analyzes the economic development and environmental existence of resource-based cities Issues,expounding the relationship between sustainable development theory and environmental carrying capacity,etc.,lay a solid theoretical and methodological foundation for follow-up research.Main research work and results:(1)This paper selects three environmental elements of air,water,and land,and constructs the environmental carrying capacity index and entropy method model of resource-based cities from the perspectives of environmental pollution discharge pressure and urban economic and social development environmental response.The comprehensive environmental carrying capacity was evaluated.The conclusion shows that the damage to the environmental quality of resource-based cities is gradually strengthened with the progress of resource mining activities,and it is difficult to repair the environment in a short period of time after environmental damage.Therefore,even if the resource-based cities have entered the regeneration period,their environment The level of carrying capacity is still very low.Subsequently,the economic strength of resource-based cities was evaluated and analyzed from the perspectives of economic development status and economic development momentum.The results show that,with the exception of cities in Sichuan Province,cities with higher economic strength indicators show relatively higher characteristics in terms of economic development status and economic power indicators.(2)According to the evaluation results of the environmental carrying capacity and economic strength of resource-based cities,this paper analyzes the relationship between economy and environment of resource-based cities theoretically.Through the above analysis,the dynamic entropy evolution process of the coupling process of resource-based city economy and environmental system is further discussed,an empirical model of economic development and ecological environment competition and cooperation is established,and then the evolution mechanism of the dissipative structure of the coupled system is explained,and the system dynamics are obtained.Equilibrium relationship,quantitatively determine the three stages of competition between the economy and the environment,deviation from the symbiotic relationship,and benign interactive relationship,and finally realize the dynamic evolution of dynamic balance.(3)An evaluation system based on economic and environmental indicators has been constructed,and a model of coupling and coordination between economy and environment has been established to analyze the coordinated development of economy and environment in my country’s resource-based cities.The evaluation results of the coupling coordination degree show that the coordination level of resource-based cities in eastern my country is generally low,and the level of coordinated development in the central and western regions is slightly higher,and almost all have obvious environmental lag.As of 2015,only Jixi and Pu’er are the only ones in the country.The degree of coupling and coordination of the two cities has entered a stage of well-coordinated development.Using the decoupling model,the characteristics of the relationship between resource-based city economy and environmental development are further analyzed.It is concluded that the economy and environment of my country’s resource-based cities are gradually decoupling.Constructing a symbiosis model,measuring the level of symbiosis and coordination,and obtaining the dynamic evolution characteristics of the economic system and environmental system of my country’s resource-based cities.(4)With the deepening of the contradiction between the economic development of resource-based cities and the ecological environment,and the deterioration of environmental problems caused by resource development,based on the evaluation and analysis of the status quo,this article analyzes The influence of each element of the economic and ecological environment system in the development of resource-based cities is analyzed,and the factors that play a mediating effect and the factors that play a moderating effect in the development of resource-based cities are determined.(5)According to the differences in the degree of coupling and coordination of resource-based cities and the characteristics of regional distribution,ten resource-based cities with different levels of coordinated development,different development types and different regions were selected as samples,and simulation models were constructed.It can reflect the changes in the resource-based economy and environmental system.On this basis,from the perspective of the interaction between the economic system and the environmental system,four paths for the coordinated development of resource-based city economy and environment are proposed: the path of industrial transformation,the path of environmental protection supervision,the path of technological progress,and the path of urban service improvement.At the same time,it compares and analyzes the effects of different coordinated development paths,and designs policy recommendations and corresponding safeguards for the coordinated development of resource-based cities’ economy and environment.From the perspectives of measures to improve the level of coordinated development and required safeguards,analyze development concept changes,industrial transformation,optimized layout,strategic planning adjustments,and talent guarantee,and propose policies to realize the coordinated development of resource-based cities’ economy and environment.Measures will ultimately achieve the coordinated development of resource-based cities’ economic development quality and urban environmental benefits,and promote the sustainable economic
