With the increasing economic exchanges and factor flows between different parts of the world and regions, industrial agglomeration has become a common phenomenon of economic development. As the main driving force for China's economic growth,it has greatly promoted the independent innovation ability and scientific and technological progress level of enterprises in the agglomeration areas. However, with the continuous improvement of the level of industrial agglomeration, the environmental pollution problem brought by it becomes more and more serious.Today, with the emphasis on sustainable development and the advocacy of energy conservation and emission reduction, the negative environmental externality of manufacturing agglomeration has become a new focus of scholars at home and abroad.Especially in recent years, the continuous exposure of "industrial waste"pollution,as well as the emergence of "garbage village","cancer village" and other words, further stimulate the general public's concern about environmental pollution. Therefore, how to seek the dynamic balance between industrial agglomeration and environmental governance has become an urgent problem for Chinese government scholars to solve. This paper mainly discusses the spatial correlation between industrial agglomeration and environmental pollution, and analyzes the interactive effects of the two through the establishment of a simultaneous spatial econometric model. This can not only increase the understanding of the internal law of industrial agglomeration and environmental pollution, but also has important reference significance for solving the contradiction between industrial agglomeration and environmental pollution.Based on the existing research, this paper makes an empirical analysis of the spatial interaction between industrial agglomeration and environmental pollution.Firstly, the paper reviews the conceptual basis of industrial agglomeration and environmental pollution, analyzes the influence path between them, and analyzes the influence mechanism between them from the output end and production input end respectively through Cicone and Hall(1996)'s extended output density theory model.Secondly,it analyzes the change trend and distribution characteristics of industrial agglomeration and environmental pollution in China from two perspectives of time and space.Thirdly, the spatial correlation analysis of endogenous variables was carried out by using the Moran's I index, and the spatial simultaneous equation based on panel data was constructed. The spatial interaction effects of industrial agglomeration and environmental pollution were analyzed from two aspects of the full sample and sub-sample in different regions, and the corresponding robustness and placebo test were conducted. Finally, summarize the main ideas and conclusions of the article, and put forward corresponding policy recommendations on this basis. The main research conclusions of this paper are as follows:(1)across the country,China's manufacturing industry shows obvious agglomeration characteristics, which is most obvious in the eastern coastal region. The industrial agglomeration level in the central region gradually increases, becoming the main recipient of industrial transfer in the eastern coastal region.(2)at present,China's industrial pollutant discharge shows a characteristic of agglomeration,Industrial sulfur dioxide and industrial soot emission areas overlap, and pollution discharge trends are slowing down.Industrial waste water pollution is mainly concentrated in central river basins and eastern coastal areas, among which the Yangtze River Delta is the most seriously polluted area.(3)there is an obvious spatial spillover effect between industrial agglomeration and environmental pollution, and the correlation is mainly characterized by"high-high" agglomeration. In other words, the industrial agglomeration and environmental pollution level of the cities with higher levels are generally higher in their adjacent areas.(4)there are complex two-way influences between industrial agglomeration and environmental pollution. On the one hand, industrial agglomeration will directly aggravate local environmental pollution and alleviate environmental degradation in surrounding areas by attracting industrial transfer in neighboring areas. On the other hand, environmental pollution has a non-linear effect on local industrial agglomeration,That is,with the continuous deterioration of environmental pollution, the industrial agglomeration level presents an inverted u-shaped change trend. At the beginning, places with lower requirements on environmental quality will attract the agglomeration of relevant industries. With the deterioration of environmental pollution, the awareness of regional environmental protection will awaken, and the implementation of environmental regulation policies of the government will restrain the agglomeration of industries.Correspondingly, the nearby transfer of environmental pollution will indirectly alleviate this effect.(5)by comparing the empirical results of sub-samples in the East,Central and West regions,it is found that the environmental awareness and environmental protection appeals in the eastern region are the strongest, and the inhibiting effect of environmental pollution on industrial agglomeration is mainly manifested in the eastern region. The empirical results of the central region are similar to the national sample estimates and are in the development stage of industrial agglomeration. In the western region, the direct impact of industrial agglomeration on environmental pollution is most obvious. The possible innovations of this paper are mainly reflected in the following aspects:(1)Different from the existing literature which focuses on different types of industrial agglomeration, this paper discusses the unilateral influence of industrial agglomeration on environmental pollution. In this paper, environmental pollution is incorporated into the spatial layout system of enterprises, and various pollutants discharged by industry are considered. From the perspectives of input end and output end,the bidirectional influence mechanism of industrial agglomeration and environmental pollution is constructed, and the interaction between them is discussed through simultaneous equations.(2)in this paper, spatial dependence is considered on the basis of traditional measurement methods to study the spatial correlation between industrial agglomeration and environmental pollution itself. The simultaneous equations model can solve both the endogenous problem caused by bidirectional causality and the spatial spillover effect of endogenous variables.
