Study On Production Safety Of Dalian Oil Port

With the continuous growth of China's oil imports,the throughput of oil terminals is also increasing.The loading and unloading of petroleum and its related products in oil depot is characterized by inflammability and explosion,which brings great risks to production safety.Once leakage causes fire,explosion and other accidents,human life,property and environment will cause immeasurable losses.Since 2010,oil depot explosions have occurred in dalian,Qingdao and other places,causing heavy casualties and property losses.Thus,the oil depot is a high-risk workplace.In order to ensure the safe operation of the production system,it is necessary to find out the potential safety hazards in the production process and formulate corresponding preventive measures.Therefore,it has important theoretical and practical significance to identify the main link of risk factors to oil terminal production operations,analyze the causes and possible consequences of these risk factors,and establish the corresponding risk prevention mechanism and response to the planned oil production safety operation terminal and the safety supervision of government departments.This paper constructs ISM model for risk analysis of berthing and loading and unloading operations of ships,and finds that surface risk factors are mainly ship factors and equipment factors,intermediate risk factors are mainly environmental factors,management factors,human factors and legal and regulatory factors are deep risk factors.ISM model of oil depot operation risk analysis is established.The results show that the shallow risk factors are equipment factors,the middle risk factors are internal and external environment factors,and the deep risk factors are human factors and safety management factors.The order of risk value is storage tank,loading and unloading equipment,pipeline and accessories,tank truck,anti-static facilities and railway lines.The risk prevention mechanism of oil storage and transportation facilities is put forward.The research results not only enrich and expand the relevant theoretical research on the operation risk management of oil terminals with uncertain and incomplete information,but also provide a reference for the risk management and relevant decision-making of oil terminals,shipping companies and maritime regulatory departments.
