The Research On Regulation Competition And Spillover Effect Of Air Pollution

Since the reform and opening up,China’s economy has maintained a rapid and steady growth,people’s material living standard has been greatly improved,but the ecological environmental pressure is becoming increasingly serious.The problem of air pollution has seriously affected people’s pursuit of a better life.To realize the harmonious coexistence between man and nature is not only the pursuit of the people,but also a new secret recipe for China to successfully cross the "middle income trap" and realize economic growth.This paper makes a theoretical analysis of the causes of the air pollution’s present situation,and holds that,on the one hand,air pollution is due to its own public goods attribute and externality characteristic,which makes local governments’ collective decisions inconsistent in providing this public good.Then the local government should not only consider the situation of the local government,but also decide the comprehensive cost when it participates in the collective decision with the enterprises and residents,which will lead to the competition of environmental regulation among the local governments.On the other hand,due to the mismatch between the financial power and the administrative power under the current fiscal decentralization,the local government has the problem of insufficient supply or distorted structure when carrying out environmental regulation,which further relaxes the intensity of environmental regulation.At the same time,the economic performance appraisal and the environmental performance appraisal will also have the influence on the environmental regulation intensity under the different restriction condition of the official promotion incentive.Under this background,this paper takes 2+26 cities in the Beijing-Tianjin-Hebei air pollution transmission channel as the research object,and analyzes the influencing factors of the local government’s environmental regulation intensity by regression analysis.It is found that the assessment of economic performance will reduce the intensity of environmental regulation of local government,and the assessment of environmental performance will increase the intensity of environmental regulation of local government,so it is necessary to strengthen the proportion of environmentalviii performance appraisal of government officials and improve the performance appraisal system.At the same time,in order to further study the characteristics of air pollution in the area of the Beijing-Tianjin-Hebei transport channel and the reasons behind it,through Moran’s I analysis,it is concluded that there is a global and local spatial autocorrelation between the level of air pollution and the intensity of environmental regulation in this area,which is,they are all affected by the air pollution in neighboring areas and the intensity of local government regulation,and there will be high-value and low-value accumulation areas of air pollution and environmental regulation.Then,by constructing the spatial Doberman model to analyze the influence factors of the air pollution level under the competition of the local government’s environmental regulation,it is proved that the enhancement of the local government regulation intensity has not effectively reduced the local air pollution level,which may be caused by the insufficient enforcement and supervision of the local government’s environmental governance,while the local governments in neighboring areas tend to adopt differentiated regulatory competition strategy in the atmospheric transmission area.When the local government strengthens its environmental regulation intensity,it will lead the local government to relax its environmental regulation intensity,which will aggravate the air pollution level and cause spatial spillover effect.In view of the above conclusions,this paper thinks that in the prevention and control of air pollution,we should start from the following aspects.Firstly,it is necessary to strengthen the environmental performance appraisal system of local government,improve the evaluation mechanism of leading cadres,and give full play to the effective role of political incentives in environmental regulation.Secondly,it is necessary to strengthen the inter-regional joint defense control,enhance the environmental law enforcement and supervision,strengthen the main responsibility of local governments to carry out environmental protection,realize the same responsibility of the party and government,one post and two responsibilities.Finally,considering the current situation of environmental governance in China,we should make full use of diversified environmental regulation tools,and gradually usemarket-motivated regulatory tools to regulate the differentiated environment,and realize the Governance pattern of Co-governance of Environmental Protection by perfecting the Environmental Management Mechanism of Public participation.
