Research On The Effect Of Input In Chinese Environmental Governance

Under the trend of developing green economy,facing resource waste and environmental pollution,China has been increasing its emphasis on resource conservation and environmental protection.In this paper,the environmental governance in our country are analyzed comprehensively.China's environmental policy can be divided into three stages which are preliminary construction,strategic transformation and comprehensive governance.We can find that China's environmental policy is based on China's overall layout and development strategy and keeps pace with the times.In the environmental protection system,multiple departments own clear responsibility.Besides,China is always open to the outside world.During the period of "twelfth five-year" period,ammonia nitrogen and nitrogen oxides were included in the main pollutant index.At the same time,industrial solid waste comprehensive utilization declined,energy consumption per unit of GDP achieved the target,the cultivated land ownership kept flat,the control of the air quality was not ideal,the efficiency of water consumption had a great improve.The "thirteenth five-year plan" has strengthened the management of pollutant emission.In this paper,the environmental governance in China is divided into five aspects that are pollution control investment,facilities and technology,legal supervision system building,environmental protection industry development and environmental protection publicity and education.In the period of "eleventh five-year" and "twelfth five-year",environmental protection investment and environmental law have played a relatively significant role in resource conservation,reducing pollution and promoting the economic development.Then policy effect is simulated.Resource-economy-environment system dynamics model are established in turn to find out the relationships between resources,economy and environment.Furthermore,using the system dynamics model makes scene simulations when the industrial structure changes and investment in environmental governance changes.The results show that when the tertiary industry fixed investment yield rate increases and is close to the first and second industry,strengthening fixed investment proportion of tertiary industry can enhance the potential of economic development,reduce energy consumption and promote the optimization of energy structure.What's more,improving the environmental governance investment coefficient can improve the environment pollution situation and promote the development of economy indirectly.Therefore,the paper can suggest that governments should not only focus on economic growth while ignoring its potential driving factor and should invest the growth of economic in saving resources and protecting the environment.It's time to analyze resources and environment quantitatively and objectively.It can help to make a more sustainable development planning and reasonable economic targets so as to realize the effective utilize of resources and moderate exploitation of environment.These researches committed to support the coordinated development of economic and environment.
