In recent years,the problem of air pollution in China is still serious.Among the atmospheric pollutants in China,sulfur dioxide,smoke(powder)dust,nitrogen oxides account for a considerable proportion,seriously polluting the atmospheric environment of our country.These atmospheric pollutants are mainly produced by industrial activities in recent years.Among them,sulfur dioxide,smoke(powder)dust and nitrogen oxides produced by thermal power industry production activities occupy a considerable proportion in the discharge of industrial atmospheric pollutants.For the treatment of atmospheric pollutants in thermal power industry,China has launched a series of policies to prevent and control them.In recent years,the atmospheric environment in China has been significantly improved.However,the improvement efforts are far from meeting the political requirement of General Secretary Xi Jin ping that " lucid waters and lush mountains are invaluable assets.".Chinese atmospheric pollution problem is still serious.Seven years after the implementation of the new policy,how effective is the new policy compared with the old one? Under the implementation of the new policy,taking the "Twelfth Five-Year" emission reduction target as the standard and the five major power generation groups as the representative,what is the emission reduction situation of thermal power enterprises in China? And what are the shortcomings of the new policy and what policy recommendations are needed through the analysis? Therefore,seven years after the introduction of the new policy,it is necessary to evaluate the policy of atmospheric pollutants in thermal power industry,diagnose the effect of the policy,find out the shortcomings and optimize the policy based on scientific theory,and use feasible technical means and evaluation methods at the present stage,so as to provide some valuable reference basis for decision-making and improve the level of scientific decision-making.This paper takes the atmospheric pollution control policy of thermal power industry as the research object,and studies the actual effect of the policy from the social and enterprise levels.At the social level,based on the Grey System Theory,this paper uses MATLAB software to build the grey prediction model for scenario simulation and studies the improvement effect of thermal power industry in the aspect of atmospheric pollutants under the new policies in a multi-dimensional way by combining the old and new policy for the prevention and control of atmospheric pollutants in thermal power plants and adopting the public policy evaluation methods such as "control object-experimental object" comparative analysis and "before-after" comparative analysis.At the enterprise level,under theimplementation of the new policy,this paper takes the "Twelfth Five-Year Plan" emission reduction target as the standard and five power generation groups as the representative to study and analyze the emission reduction situation of the thermal power enterprises in China and indirectly analyze the effect of the new policy.It is found that some parts of the new policy still need to be improved.This paper argues that the government should further improve the emission reduction of smoke(powder)dust in thermal power industry.And there are still some shortcomings in the monitoring mechanism,such as the lack of timely publication of relevant environmental protection data by relevant government departments,the decentralization of relevant environmental protection data and the lack of unified guidance for enterprises to publish relevant environmental protection data.In this regard,the government departments should improve the management system of atmospheric pollutant emission in thermal power industry,establish a green investment and financing service platform,accelerate the adjustment of energy structure,improve the coordinated prevention and control system of atmospheric pollutants among the government,thermal power enterprises and the public,so as to consolidate the existing control level of sulfur dioxide and nitrogen oxides and improve the emission reduction of smoke(powder)dust.
