Since the reform and opening up,China's high-speed,extensive economic development has been accompanied by severe environmental problems.The smog problem that erupted in 2013 triggered unprecedented public concerns.The Chinese government issued the “Air Pollution Prevention Action Plan” in September 2013.Requirement: By 2017,the concentration of PM10 in cities above the prefecture level across the country will fall by more than 10% compared with 2012.The PM2.5 concentrations in the Beijing-Tianjin-Hebei Region,the Yangtze River Delta,and the Pearl River Delta will drop by 25%,20%,and 15% respectively.At the same time,strict standards have been set for technological transformation,energy structure,and industrial layout.However,as a developing country,China's economic growth is inevitably the top priority.This governance involves many economic pillars such as energy and transportation.Will such strict environmental regulations restrict industrial development and thus conflict with economic growth?This article is based on Porter's theory,and analyzes the meteorological data of key areas in the country from 2014 to 2017.Through the dual difference and structural equation model,the economic data for the strict 2000-2016 area for the “Atmosphere Prevention Action Plan” is tightened.The inspections find that the implementation of the “Action Plan for Prevention and Control of Atmosphere” played a significant role in the improvement of air quality throughout the country.At the same time,it did not have a significant impact on the amount of economic development in all regions,but negatively affected the quality of economic development in some northern regions..The reason is this policy has enabled enterprises to increase their environmental costs in order to complete their emission reduction tasks,which has reduced the profitability of enterprises and the cost of technological innovation,thereby reducing the quality of economic development in the region and proving the “follow the cost” principle.Based on this,the author proposes policy recommendations that government should support enterprises in developing green production technologies,help them reduce the emission of pollutants from the source,encourage technology sharing and exchange among enterprises,reduce the dependence on the original technology,reduce research and development costs.And then optimize the industry.In terms of structure,we must not only control the whole industry,but also pay attention to the internal structure of each industry.We must focus on the secondary industry with the largest amount of pollutants,improve the technological level,increase production efficiency,and promote green development.Finally,the formulation and implementation of environmental regulation policies should be based on local conditions.
