The issue of global greenhouse effect has been highlighted,and the development of low-carbon economy has become the consensus of the whole society.Energy consumption by industrial enterprises accounts for 70% of the world's carbon emissions,and more than 85% in China.The intensification of global greenhouse effect requires China to go down the road of newly carbonized industrialization.Industrial is the most important part of China and improving the carbon emission efficiency of industrial enterprises is the core of China's government to promote low-carbon work.The economic development and carbon emission of different regions in China are obviously different.Previous studies on carbon emission efficiency are mainly based on the single factor perspective,ignoring the influence of spatial spillover effect in the evaluation unit.Based on this,this paper explores the carbon emission efficiency of China's industrial enterprises from a spatial perspective,and analyzes the main factors affecting the carbon emission efficiency of industrial enterprises.Firstly,based on the carbon emission accounting method provided by IPCC,carbon emissions of industrial enterprises in 30 provinces in China from 2005 to 2016 were measured,and their changes in time series were described and statistically analyzed.Secondly,the carbon emission efficiency of industrial enterprises in various provinces and cities was calculated from a static perspective in combination with the super-efficient SBM model,and the efficiency changes were decomposed into technical progress and technical efficiency indexes using the Malmquist index,and the main contributing factors of carbon emission efficiency changes were analyzed dynamically.Thirdly,Moran's I index was used to test the spatial correlation of carbon emission efficiency of China's industrial enterprises,and a spatial econometric model was introduced to analyze the main influencing factors of carbon emission efficiency of China's industrial enterprises from the perspective of spatial spillover.Finally,corresponding policy Suggestions were given based on the research conclusions.The research results obtained in this paper are as follows:(1)China's total industrial carbon emissions are in a downward trend,and the carbon emissions of industrial enterprises in the eastern region are higher than those in the central and western regions;The carbon emission efficiency of industrial enterprises in 16 provinces and cities increased.The average efficiency of 6 provinces and cities exceeded 1.The results of dynamic analysis show that during the studyperiod,the Malmquist index of carbon emission efficiency of China's industrial enterprises was 1.023,with the efficiency increasing by 2.3%,the increase brought by technological progress by 2.3%,and the change brought by technological efficiency by-0.01%.The contribution of improving carbon emission efficiency of industrial enterprises mainly comes from the improvement of technological level,and the influence of technological efficiency is not significant.(2)The results of the spatial correlation test show that there is a positive spatial correlation in the carbon emission efficiency of China's industrial enterprises.The regions with high carbon emission efficiency are mainly in the eastern regions,while the regions with low carbon emission are mainly in the central and western regions.The time-space transition analysis shows that the spatial correlation and aggregation types of the carbon emission efficiency of industrial enterprises are highly stable.(3)Spatial econometric results show that the state-owned industrial enterprise property right structure,enterprise development level and the efficiency of human resources to our country industrial enterprise carbon emissions has significant positive effect,energy structure and the external capital introduction there is negative effect,industry scale,development level and the second industrial structure effect was not significant,various provinces,cities and industrial enterprise endogenous interactive effect between carbon efficiency,namely efficiency values between adjacent provinces exist influence each other.
