The advancement of economic globalization makes competition from all walks of life,under the existing conditions,how to improve enterprise competitiveness has become the domestic many scholars and research institutions urgently needs to solve the problem,performance management is put forward and introduced to a certain extent,pointed out the direction for domestic enterprise management,many enterprises have started to use performance management to enterprise management,but many people can't comprehend the connotation and essence of performance management,or just for the enterprise management from the concepts and definitions clothed in a layer of performance management,or just put the performance management of performance appraisal as a performance management to use,therefore,strengthen the research on the application of performance management in domestic enterprise's perception of performance management level and application level has very important practical significance and theoretical significance,also is the indispensable important content of modern enterprise development.Based on this,the article adopts case study method and literature research,first on the essence of performance,performance management,performance management,the characteristics,the development of performance management and performance management at home and abroad in the development of enterprise performance management concerning the role of the basic theory and concept of carding and defined;Secondly analyzes the restructuring of karamay oilfield enterprise performance management present situation,find out the problems existing in the development of and the main causes for these problems.Finally made the perfect karamay oilfield enterprise performance management ideas and processes,and puts forward the concrete scheme and guarantee measures.Through study the following argument: one is restructured enterprises in karamay oilfield management there is no perfect management mechanism,can not accurately understand performance management related concept and concept,not to carry out the performance appraisal and evaluation of science.The causes of these problems mainly system,policy and law,economic running environment,enterprise organization structure,human resource management,financial policy and financial management,enterprise culture and innovation mechanism and so on.Second is to improve the reform of karamay oilfield enterprise performance management of the main ideas to improve the performance management system,clear the human resources department duties,set up performance management team,to strengthen the department leaders at all levels,and in accordance with the performance planning,performance coaching,performance evaluation and assessment,performance feedback and improve the four basic process in design and execution.Three of karamay oilfield is the improvement of the performance management plan from the strategic restructuring of enterprises attach great importance to the performance management,emphasize performance management performance improvement function,to establish a high performance culture,accurately grasp the whole process of performance management,establish a performance management system,an effective performance management of the power transmission mechanism,the organic integration of every link of performance management system.
