With the rapid development of economy in our country, the widespread application of oil and gas, and the maturation of pipeline transportation technology, which have prompted that the pipeline has become the main mode of transporting oil and gas resources, which occupies an important position in national economy and residents’lives. In recent years, due to the influence of such factors as corrosion, tie up, external force damage, natural disasters, and improper operation, China’s oil and gas pipeline emergencies occur frequently. When the Oil and gas pipeline emergencies happen, timely and efficient emergency management contributes to reduce casualties, property losses and environmental pollution. However, to improve emergency management of the oil and gas pipeline enterprise, the foundational work is to evaluate emergency management capability of oil and gas pipeline enterprise, so as to understand the current emergency management capability of oil and gas pipeline enterprise as well as the superiorities and shortages of oil and gas pipeline enterprise in the emergency management capability, and then improving the shortages to promote the construction of oil and gas pipeline enterprise emergency management capability and to make it meet the demand of emergency. Therefore, building a scientific and comprehensive evaluation index system both operability and practicability and choosing an appropriate effective evaluation method are of great significance for accurate evaluation of oil and gas pipeline enterprise emergency management capacity.The thesis takes "oil and gas pipeline enterprise" as the object of evaluation and specific to evaluate the capability of oil and gas pipeline enterprise cope with long distance oil and gas pipeline emergency management. First of all, based on the related theory, making a concrete analysis with the causes, types, characteristics and evolution process of the long distance oil and gas pipeline emergency; Secondly, making a brief analysis for the emergency management process of two typical accidents; Again, on the basis of above study, through field research and a lot of reading, the article builds a three-level evaluation index system according to the Delphi method and uses AHP to determine weight; Finally, taking the S pipeline oil branch for instance, the thesis uses the grey hierarchy comprehensive evaluation method to carry on the comprehensive evaluation and the evaluation results are basically in accord with the enterprise actual situation, so the evaluation index system constructed in this thesis is proved to be practical. By analysing the evaluation results, the outstanding and weak links have been made clear in the emergency management, for the weak link, the thesis puts forward pointed countermeasures and suggestions from two aspects of national government and enterprise itself.
