In recent years,China's petrochemical industry has developed rapidly.While focusing on expanding existing production capacity and adjusting energy structure,China pays more attention to guiding the environmental protection and energy conservation by policies.With the rapid development of social economy and energy industry,large-scale petrochemical projects have been launched.Especially in recent years,the awareness of energy conservation and environmental protection that promotes the healthy and sustainable development of the petrochemical industry and green development has caused concerns.The petrochemical company in F City intends to control the VOCs gas,a pollutant in the production process of main products.This is the response to the government call for the environmental protection and green development.On the one hand,it is also a good opportunity for company to reduce the cost of petrochemical products and improve VOCs treatment technology.Therefore,in order to reduce the leakage of pollutants from the source,the VOCs treatment project for the loading system and the tank area is proposed.After the project is completed,the pollutant emissions will be greatly reduced and the environmental air quality will be improved.The environmental protection reconstruction and expansion project of SYSC not only has the professionalism of the petrochemical industry,but also has the particularity of environmental protection construction projects.There are many uncertainties in the progress,like cost,quality and other aspects of the project process.These uncertainties constitute project risks,which cannot be determined in advance,such as extended construction period,poor construction quality,and occurrence of unsafe factors like health,safetyand environmental accidents.Ignoring the management and control of risk factors,will have a significant impact for the whole project and even the company,so the research on risk management in this project is very necessary and critical.Implementing effective risk management and strengthening project risk management awareness is the basic guarantee for the successful implementation and rapid development of the environmental protection reconstruction and expansion project of petrochemical company.Based on the risk management reality of petrochemical company'environmental protection and expansion projects in F city SYSC,this paper identifies,assesses and response to the project risks.Firstly,based on the literature research method,the basic concepts and theoretical methods of project risk management are summarized.The three aspects of risk identification,risk assessment and risk response in the project risk management process are analyzed.After introducing the basic situation of the environmental protection and expansion project of petrochemical company,the four types of risks such as environmental risks,technical risks,construction risks and financial risks were identified through Delphi method.In the subsequent risk evaluation stage,the risk evaluation index system was established with AHP method,and the risk of the project was analyzed and evaluated by analysis method.Finally,according to the results of risk assessment,the paper puts forward the risk strategy of petrochemical environmental reconstruction and expansion project.
