On The Legal System Of Agricultural Plastic Film Pollution Control In China

General Secretary Xi Jinping pointed out in the report of the 19 th National Congress that "the problem of agriculture and rural peasants is a fundamental issue concerning the national economy and the people's livelihood.The issue of solving the " three rural issues " must always be the top priority of the whole party's work." It is an important foundation for promoting the development of overall agricultural construction.It is also a core force for promoting the optimization and upgrading of agricultural-related industries and an effective way to solve the problems of agriculture,rural areas and farmers.On the other hand,the extensive application of agricultural modernization technology has also led to the further deterioration of the rural environment,such as the phenomenon of“white pollution”caused by agricultural mulch film,which has had a great negative impact on the rural environment and village appearance.It has hindered the economic and social development of rural areas and has also brought severe challenges to the construction of ecological civilization in China.The effective prevention and control of agricultural mulch pollution requires a series of measures to comprehensively exert its strength.Among them,legal means play an extremely important role in the context of comprehensively promoting the rule of law.This paper analyzes the relevant theories of agricultural film pollution prevention and control,and combines the current situation and problems of agricultural land film pollution prevention and control law in China.Based on the experience of extraterritorial system,the paper puts forward some specific suggestions for improving the legal countermeasures for agricultural land film pollution prevention and control.Firstly,the article analyzes the basic concept of agricultural film pollution,and expounds the reality of the legal system of agricultural film pollution prevention and control in China.Secondly,it analyzes and discusses the legal concept,legislative system and responsibility system of agricultural land film pollution prevention and control in China.The problems existing in law enforcement and related supporting measures provide a necessary foundation for the legal countermeasures for the prevention and control of agricultural film pollution in China.Once again,it is concluded that the conclusion of China's agricultural film pollution prevention needs to improve the legal countermeasures.The experience investigationdiscusses the institutional regulations of the relevant countries and the enlightenment to China.Finally,on the basis of the analysis and discussion above,the author draws on the mature theory of some countries outside the domain,and puts forward a perfection of the legal countermeasures for the prevention and control of agricultural film pollution in China Series specific recommendations.The prevention and control of agricultural land film pollution is related to the effective solution of China's "three rural" problems and the steady advancement of ecological civilization construction.While improving the legal prevention and control measures,it also needs multi-level and all-round means of policy incentives and technological innovation.In order to achieve effective prevention and control,we will accelerate the reform of the ecological civilization system,promote green development,and build a beautiful China.
