Study On Investment Efficiency Of Industrial Pollution Control In Hebei Province

In recent years,the problem of environmental pollution in Hebei Province has become prominent.Faced with the continuous deterioration of the environment,it will certainly arouse social concern and doubt about environmental governance.As a big industrial province,its industrial pollution control has become a problem that must be solved.The factors that affect the effect of industrial pollution control are mainly embodied in the scale of investment in industrial pollution control and the efficiency of investment in industrial pollution control.Among them,the expansion of investment scale is the inevitable trend of economic development,relying solely on the expansion of investment scale and neglecting the investment efficiency of industrial pollution control will cause waste of resources to a certain extent,so it is particularly important to study the investment efficiency of industrial pollution control.Based on the relevant data of industrial pollution in Hebei Province,this paper makes a descriptive analysis of the present situation of industrial pollution,the present situation of industrial pollution control and the investment scale of industrial pollution control,and then makes a horizontal comparison of the investment scale of industrial pollution control between Hebei Province and 30 other provinces and cities except Hong Kong,Macao and Taiwan,so as to fully understand the industrial pollution and its control in Hebei Province in recent years.Then,through the BCC model of DEA data envelopment analysis,the industrial pollutionrelated input-output index data of Hebei Province from 2006 to 2015 are analyzed vertically,the trend of investment efficiency of industrial pollution control in Hebei Province is compared from three aspects of comprehensive efficiency,pure technical efficiency and scale efficiency,and then the input-output slack variable of investment in industrial pollution control is analyzed,Finally,by measuring the investment efficiency of industrial pollution control in 31 provinces and cities except Hong Kong,Macao and Taiwan in the past three years,the advantages and disadvantages of investment efficiency of industrial pollution control in Hebei Province are further compared and analyzed.The paper mainly draws the following conclusions: the industrial wastewater and industrial waste gas discharge scale in Hebei Province is large,the main pollutant treatment facilities are inadequate,the treatment capacity of treatment facilities is low and the operation cost is high;The investment scale of industrial pollution control is not large.Except for individual years,the inefficiency of scale efficiency is the main reason for the inefficiency of investment in industrial pollution control,which is manifested by diminishing returns to scale and inefficiency of pure technical efficiency is the secondary reason for the inefficiency of investment in industrial pollution control;The results of inter-provincial comparative analysis show that the comprehensive efficiency of investment in industrial pollution control in Hebei Province is only at the medium level in the whole country.Finally,according to the conclusions of this paper,the corresponding countermeasures and suggestions are put forward from the aspects of reducing industrial pollutant discharge,expanding investment scale of industrial pollution control,adjusting input-output structure,and improving technical level of industrial pollution control.
