Research On The Legislation Of Wetland Ecological Protetion In Ningxia

Wetland is a unified and complex environment composed of many environmental elements such as water,soil,wild animals and plants.It is one of the most important living environments of human beings and enjoys the reputation of “the kidney of the earth”.The ecological protection of wetlands plays an important role in the social,economic and cultural development of a region.Ningxia is located in the inland area of northwestern China.Compared with the western provinces,Ningxia has a unique natural environment,especially the number and variety of wetlands,and it contains valuable biological resources.At present,Ningxia has built 4 wetland nature reserves,12 national wetland parks and 8 autonomous region-level wetland parks,which play an irreplaceable role in local ecological balance,environmental security and economic and social development.However,Ningxia belongs to the arid climate type,which determines the lack of water resources.Environmental pollution and damage have caused multiple damages to the wetland ecosystem and seriously affected its diversified functions.Therefore,it is of great practical significance to establish a sound legal protection system for wetland ecology in Ningxia and to protect and restore the wetland ecosystem.In 2008,Ningxia Hui Autonomous Region formulated the Regulations on Wetland Protection of Ningxia Hui Autonomous Region,and carried out new revisions in 2018.Although these normative documents have achieved initial achievements in the protection,development and utilization of Ningxia wetland,the problem remains more obvious.Therefore,how to identify problems and improve legislation on the basis of the current law;how to protect the legitimate rights and interests of wetland residents while protecting the wetland ecological security according to law,to effectively protect the wetland environment and regulate the development and utilization of wetlands.This is not only the need to improve the local legal system construction,comprehensive protection of wetland ecological environment,but also the need to carry out Ningxia ecological civilization construction,national and local sustainable development strategy.From the perspective of Ningxia wetland legislation,this paper mainly focuses on five parts: The first part explains and expounds several basic problems of wetland,including the concept and function of wetland,the basic principles of wetland protection and the institutional composition.The second part analyzes and demonstrates the legislative basis and legislative practice of Ningxia wetland ecological protection.The third part selects three representative local wetland protection legislations to observe comparatively and give enlightenment.In the fourth part,the existing wetland protection regulations in Ningxia were analyzed to find out the deficiencies.The fifth part,based on the above content,focuses on the situation of Ningxia District,and proposes the content of perfecting the Ningxia wetland protection legislation.
