The production of municipal solid waste in China is more than 155 million tons annual,accounting for more than 30% of the world.There are there ways to deal with it,WTE(Waste To Energy)landfill and composting,with advantages and disadvantages.So far,WTE is the way which is the most reduced,harmless and heat can be effectively utilized,so it is widely used in developed countries.Due to its complex process,the process of WTE lead to hausted gas,waste water and solid waste,it may cause polluted cases if they can't handled improperly.In recent years,with the further improvement of domestic environmental protection and industrial laws and regulations,WTE plants are upgrading their internal management and technical,and the operation process is the key sector which can't be ignored.Because a WTE plant whether meets the standards and achieves economic benefits relise on the operation process.In this paper,the author set H company as an example to explore the operational performance of WTE,so as to find out the effective way for improving the operational performance.Based on the literature review,the famous "I-P-O" process model of operational performance is extracted.With this model,the theoretical framework of the Balanced Scorecard is used to analyzed and find out 8 indicators for the operational performance of WTE,includes increasing revenue,reducing costs,key customer satisfaction,environmental management,equipment monitoring,standardized management,sharing knowledge,employee growth.Then combined with the research literature and the results of internal experts,identify four operational performance influencing factors: basic and resource provision,personnel competency literacy,process operation guidelines,and key process monitoring,and total 17 metrics.Secondly,collect through questionnaire survey,and establish the structural equation model which can be worked out by using the SPSS and AMOS,therefore we can obtain the standardized output of the SEM.Finally,after analyzing the standardized output results,the scheme of WTE operational performance improvement is proposed from the actual management of the enterprise,and implemented in management practice to verify its effectiveness and suitability.
