Research On The Government's Environmental Responsibilities Of Pollution Prevention In The Lead-Acid Battery Industry

Along with the rapid economic growth and social development,the manufacturing and consuming behaviors of human-beings cause worsening problems of pollution.Among all kinds of waste,the pollution of hazardous waste has the most serious social risk.Lead-acid battery,as the most typical hazardous waste,attract wide spread concern on its environmental pollution,harms on human health,and ecological damage.However,there is a lack in the research field on responsibilities for the pollution prevention in lead-acid battery industry.In order to understand the problems of governmental environmental responsibilities for the pollution prevention of the lead-acid battery industry in China,this dissertation applies the research methods of literature analysis,in-depth observation,expert interview,etc.Based on a case study in Changxing county,the typical case for pollution prevention,the author conduct analysis on the current problems and its reasons of the lead-acid battery industry in China.Furthermore,based on theoretical analysis on governmental environmental responsibility,this research provides a theoretical framework for analyzing the governmental environmental responsibility,exploring its scientific and reasonable strengthening mechanisms.Many policy suggestions,including Perfect legislation,improving monitoring efficiency,establishing an emergency system,etc.,are provided in order to facilitate the cooperation among governments,companies and public citizens,for achieving the coordination,balance and sustainable development of economy,environment and society.
