The implementation of the “12th Five-Year Plan” for environmental protection aims to promote the reduction of major pollutants while effectively addressing outstanding environmental issues.By the end of 2015,four binding targets for reducing major pollutants in the “12th five-year plan” had exceeded the targets set for reducing emissions.However,during the period of China’s “12th five-year plan” environmental governance,haze weather and water pollution occurred frequently in many places.Why did the environmental quality decrease year by year despite the fact that the emission reduction targets of provinces(districts and cities)in the “12th five-year plan” were achieved? Contrary facts show that the final result assessment cannot fully reflect the effect of the implementation of emission reduction policies.Therefore,it is particularly necessary to pay more attention to the usual work of emission reduction and timely understand the progress of the implementation of emission reduction policies.This paper takes the implementation progress of emission reduction policies as the research object,and its main purpose is to explore the influencing factors of the implementation progress of emission reduction policies.The implementation of emission reduction policies involves the public,government and enterprises,and there is a problem that the implementation of emission reduction policies is invalid due to the information asymmetry between the upper and lower bodies.Therefore,based on the theory of multi-layer principal-agent relationship,this paper analyzes whether the mid-term assessment of the four binding indicators of the “Twelfth Five-Year Plan” emission reduction policy reaches 60% of the total emission reduction of the five-year plan becomes a dependent variable,then carry out an empirical test.(The four binding indicators refer to sulfur dioxide,nitrogen oxides,chemical oxygen demand and ammonia nitrogen.)In the part of theoretical analysis,this paper analyzes the impact of public behavior,government behavior and enterprise behavior on the implementation progress of emission reduction policies from the perspective of information asymmetry,and puts forward specific hypotheses.The empirical analysis examines the hypothesis proposed in the theoretical analysis section.Based on 11 related indicators of 137 prefecture-level cities,this paper uses SPSS17.0 statistical software to perform binary logistic regression analysis on the data.The results of data analysis show that the overall progress of the implementation progress of the “12th Five-Year Plan” major pollutant emission reduction policy is poor.Public behavior and corporate behavior have a certain impact on the implementation progress of major pollutant emission reduction policies.The impact of government actions on the progress of the implementation of major pollutant emission reduction policies has not been effectively implemented.In the actual implementation of the “Twelfth Five-Year Plan” emission reduction policy,the government does not pay enough attention to the mid-term assessment and will not take negative incentives for the cities that fail to meet the standards.The government does not pay enough attention to the mid-term assessment and will not take negative incentive measures for the cities that fail to meet the standards.This behavior better explained the “12th Five-Year” emission reduction task,the major pollutants in all cities and municipalities have reached the standard or even exceeded,but the environmental quality has been reduced year by year.
