| In recent years,with the rapid development of China’s economy and the deepening progress of industrialization and urbanization,the accompanying environmental pollution problems are becoming more and more serious,especially regional air pollution problems,such as frequent haze weather caused by PM2.5,and the extent and scope of haze are constantly spreading,which not only seriously affects the ecological environment of our country,but also has brought tremendous impact for people’s life and health.Volatile organic compounds(VOCs),as the precursor of PM2.5,are one of the important causes of haze,which are complex,toxic and irritating,and have strong photochemical reactivity.VOCs emissions and hazards have attracted the attention of the government.The revised Air Pollution Prevention and Control Law has also included VOCs in the scope of supervision.VOCs emission control is imminent.At the same time,the evaluation system and standards for the effectiveness of VOCs treatment need to be improved urgently.In this paper,through the current situation of VOCs emission control in Baoshan District of Shanghai as a breakthrough point,the actual effect of emission control is analyzed and evaluated,the existing problems and shortcomings in the process of treatment are found out,and a complete evaluation system and assessment criteria are established accordingly.Firstly,In order to find out the research value and innovation of this paper,lots of literature reviewing,latest views and research results on VOCs governance and evaluation are summarized.Secondly,by introducing the situation of environmental governance in Baoshan District of Shanghai,the focus is on the analysis of the present situation of VOCs emission control effect,and through the form of questionnaire survey,focusing on the analysis of the existing problems in the actual process of governance,and using SPSS software for qualitative and quantitative analysis,to find out the evaluation index needed for the evaluation system of governance effect,and set the weight coefficient of key indicators,to build up the system.Establish a complete evaluation system and evaluation criteria.Finally,the rationality and operability of the assessment criteria for VOCs emission control effect are verified by an example.Through the research of this paper,subjecting to find out the main problems in the course of evaluation of VOCs emission control effects in Shanghai Baoshan District: 1.The evaluation methods are single;2.Difficult to make corresponding evaluation;3.Lacking of a whole set of complete evaluation system and assessment criteria.The solution is to: 1.It is necessary to develop a complete evaluation system and assessment criteria for the emission control effect of VOCs;2.The evaluation system and assessment criteria for emission control effects of VOCs need to be comprehensive,accurate and fair for results;3.VOCs emission control effect evaluation system and assessment criteria need to be applicable to the performance appraisal of law enforcement teams;4.The evaluation system and assessment criteria shall be objective in terms of public participation Evaluation.This paper aims to provide a certain auxiliary reference through the analysis of the evaluation of the emission control effect of VOCs in Baoshan District of Shanghai,for local governments in the future evaluation and assessment of environmental governance effects. |
