Along with the rapid development of China’s economy from high-speed growth to high-quality development stage,China tobacco industry has maintained a high level of industrial and commercial tax profits over the past four years.Facing the decline in tax revenue growth,high-level tobacco inventory and cigarette stock,comprehensive implementation of Framework Convention on Tobacco Control,reducing market scale and many other unfavorable factors,it is necessary to speed up the reform of the market-oriented of cigarette marketing,improve the tobacco industry’s use of market forces to allocate resources,and vigorously build a modern cigarette marketing system for consumers.In this process,as the client manager of marketing activities and the executives of market-oriented reform,how to mobilize them through the effective performance appraisal system to fully play the role of bridges between tobacco industry enterprises and cigarette retailers is crucial.This paper aims to the background of cigarette marketing market-oriented reform,and takes HR Tobacco’s as a research case.By analyzing the current client manager performance appraisal system and the discomfort of cigarette marketing market-oriented reform requirements,combined with the requirements of marke-oriented reform of cigarette marketing and HR tobacco company during the “high-quality development” period for the marketing business department and client manager positionsit explores the performance appraisal system of the c lient manager in the context of the market-oriented reform of cigarette marketing in the base of optimized and perfected existing client manager’s performance appraisal,by comprehensive application of Management by Objective,Balanced Score Cards,Key Performance Indicators and other performance appraisal theories and methods.In order to stimulate and mobilize the passion and enthusiasm of the client manager team,and accelerate the transformation of the client manager team,this will fundamentally guarantee the high-level performance required for HR Tobacco’s Company marketing work.
