Due to the continuous development of China’s industry and the increasing number of various industrial parks,the unexpected environmental pollution incidents occur frequently,and showing a wide range,huge destruction and other characteristics,which environmental risk prevention and control situation is severe,had constantly threatened the social and environmental security.In order to reduce environmental emergencies risk caused by the unexpected environmental accidents,it is urgent to establish a scientific and efficient environmental risk management system.The study will classify all the industry environmental risk in the research area based on the environmental risks receptor types,the type and quantity of environmental risk material,its production technology and risk control.According to the result of industry classification,they are separated as self-control industry,monitor control industry and special control industry for different levels enterprise management.Combine with the above research and the information of surrounding environment sensitive receptors,the overall risk of the region is divided into low-risk prevention area,general prevention area,as well as focal prevention area.According to classification results,the management strategy of enterprise risk sources and regional partition is put forward and establish the unexpected environmental risk management system,the system includes: risk source information system,online monitoring environmental risk factors system,emergency supplies and personnel management system,environment sensitive receptor information system,environmental risk sources management system,environmental risk district management system.Then according to the research framework of this system,a city in Guangxi and a district of Shanghai are used as two examples to application research,establish emergency environmental risk management platform of the these areas,the risk management platform can directly serve the daily environmental emergency management,services to enterprises unexpected environmental accidents on-site disposal,emergency command-and-control services in the environmental risks,it is important for prevention and reduction of environmental risks. |
