| China’s grassland area is vast,accounting for 41.7% of the land area.It is the largest terrestrial ecosystem in China and has important ecological protection function.With the rapid development of China’s economy and society,various unreasonable use of grasslands occurs frequently,which leads to large-scale desertification,desertification,salinization and serious degradation of grasslands in grassland areas,and urgently needs relevant means to protect them.At present,the grassland ecological compensation mechanism based on administrative divisions in China has some problems,such as difficult to unify compensation standards,inconsistent distribution of benefits and responsibilities,indefinite compensation scope and cycle,low willingness to cooperate and less communication.Therefore,it is necessary to construct a cross-regional grassland ecological compensation coordination mechanism to promote the sustainable development of grassland resources.This paper takes the inter-regional grassland ecological compensation as the object,summarizes the research background,purpose,significance,current situation at home and abroad,research methods,research ideas and content,explains the related concepts and theoretical basis,and combs the overall situation of grassland ecological compensation mechanism in China.On the basis of the situation and the status quo of the sub-region,using the system dynamics to compare the grassland ecological compensation mechanism under the administrative division and the inter-regional grassland ecological compensation coordination mechanism,it is found that the benefits of the cross-regional grassland ecological compensation synergy mechanism are higher,and found the problems of grassland ecological compensation mechanism under administrative divisions.Through the simulation of the cooperative mechanism of cross-regional grassland ecological compensation,the following conclusions are drawn: First,the implementation of the cooperative mechanism of cross-regional grassland ecological compensation is an effective way to achieve sustainable grassland development.Through the historical test of the system,the mechanism is feasible.Therefore,the cooperative mechanism of cross-regional grassland ecological compensation can promote grassland protection and promotion.Secondly,the synergistic mechanism of cross-regional grassland ecological compensation should allocate the compensation amount reasonably,which can increase the compensation amount through simulation.Thirdly,the specific allocation of the compensation should be inclined to grassland subsidy,and the benefits of increasing grassland subsidy in system simulation are higher. |
