| Grassland resource is the material base of production and life of farmers and herdsmen in Tibetan area and the material source of local social and economic development.Gannan Tibetan Autonomous Prefecture(hereinafter referred to as Gannan),with its complex natural environment and rich ecosystem,is an important natural region to protect biodiversity.It is called "Yellow River reservoir","Chinese water tower" and "Yangtze River".There are important natural ecological security barriers and water conservation sites in the upper reaches of the Yellow River.Therefore,the ecological environment protection in Gannan grassland plays an important role in ensuring the benign cycle of ecological environment in China.Proceeding from a new historical starting point,the 18 th National Congress of the Party made the strategic decision of "vigorously promoting the construction of ecological civilization." The views of the CPC Central Committee and the State Council on speeding up the construction of ecological civilization also propose that efforts should be made to strengthen the protection of natural ecosystems and the environment,so as to effectively improve the quality of the ecological environment.As the basic law in the field of environmental protection,the comprehensive law has the principle of ecological compensation system for the first time.In accordance with the national ecological environment protection,the arrangement of ecological civilization construction and the relevant ecological compensation policy and legal system,Gannan has implemented the local grassland ecological compensation policy and legal system documents suitable for the special geographical location of Gannan.In accordance with the requirements of the state,the practice of grassland health compensation has been carried out,and the project of returning farmland and grazing to grass has been carried out in the whole region,which has achieved certain results,but there are still many problems.This paper discusses the legal system of ecological compensation policy in Gannan grassland,and puts forward some suggestions on how to perfect the legal system of ecological compensation policy in Gannan grassland.It will be discussed in the following four parts: the first chapter expounds the policy of Gannan original ecological compensation,the connotation of legal system and its importance;the second chapter,the analysis of the current situation of Gannan grassland ecological compensation,especially the measures,the effect;the third chapter,This paper analyzes the problems existing in the legal system of ecological compensation policy in Gannan grassland,and puts forward some suggestions on how to perfect the legal system of ecological compensation policy in Gannan grassland in the fourth chapter,in order to make suggestions for ecological compensation in Gannan grassland. |
