With the increasing awareness of global environmental protection,the shift of the status of international division of labor and the transformation of the comparative advantages of production factors,the green development of China's foreign trade under the background of the new era is one of the important contents of the China's economy transformation from high-speed development to high-quality development.It is necessary to achieve the green development of foreign trade in china by making increase in the total volume of foreign trade and the improvement of quality.The expansion of foreign trade cannot pursue the growth of total volume at the expense of environmental pollution caused by export production or import consumption.In order to confirm whether China's foreign trade has adversely affected the environment during the rapid development period after joining the World Trade Organization,based on the recent research method of whither the foreign trade adversely affected the environment,this paper uses the input-oriented DAE-CCR model to measure China's energy environmental efficiency as the intervening variable,and then analyzed the impact of China's foreign trade on energy environmental efficiency to confirm whither China's foreign trade has adversely affected the environment during 2000 to 2017.The impact of foreign trade on energy and environmental efficiency is positive.It is believed that foreign trade has not adversely affected the environment in the process of rapid development.Otherwise,it believes that the rapid development of foreign trade is at the sacrifice of the environmental pollution.And find that China's foreign trade quotas have a positive effect on energy and environmental efficiency during the period from 2000 to 2017.The promotion of export trade is stronger than that of import trade.The positive impact of foreign trade on energy environment efficiency in the eastern region is stronger than that in the middle and western regions.The promotion of import trade to energy environmental efficiency at the national level is more common and obvious than the promotion of export trade.Among other factors affecting the efficiency of the energy environment,the level of technology and urbanization rate can significantly improve the energy environment efficiency of China's and promote the green development of foreign trade.On the other hand,foreign direct investment andenvironmental regulation have more inhibitory effects on China's energy environmental efficiency than promotion.According to this research's conclusions,and the goal of the green development about foreign trade,this paper suggested that China should continue to expand the total volume of foreign trade and actively expand the scale of import trade in the national level for maximizing the role of foreign trade in promoting energy and environmental efficiency,which will promote China's foreign trade to achieve green development.Regionally the eastern region should pay attention to coordinate the policy of import trade enlarging and foreign direct investment introducing.The central and western regions could consider expanding import and export trade and introducing foreign direct investment at the same time.
