Against the backdrop of increasingly severe global climate change,the Chinese government predicts that the country’s total carbon emissions will peak around 2030.As a national energy-consuming province,Henan Province faces the dual pressures of energy and environment,and industry is the main source of high carbon dioxide emissions.Therefore,promoting the development of low carbon in industry is the top priority of energy saving and emission reduction in Henan Province.The article first analyzes the current situation of industry in Henan Province.Secondly,using the apparent energy consumption estimation method to calculate the total carbon emissions of Henan Province’s industry from 2006 to 2017,a regression model between carbon emissions,energy consumption and GDP was constructed based on the error correction model.Then use carbon emission elastic coefficient and data envelopment analysis method to analyze the respective influences of economic and carbon emissions,energy and carbon emissions,energy economy and carbon emissions.Finally,relevant policy recommendations to promote the development of industrial low carbonization.First of all,for the current situation of industrial industry in Henan Province,the article briefly describes the six aspects of industrial comprehensive strength,industrial structure,innovation drive,new and old kinetic energy conversion,industrial development quality and regional industrial competitiveness.Secondly,according to the data of industrial carbon emissions in Henan Province from 2006 to 2017,although the total carbon emission growth rate has decreased significantly since 2013,the total industrial emissions are still at a relatively high level.Manufacturing has the highest total carbon emissions in the three major sectors of industry,and the mining industry has little difference in carbon emissions from electricity,gas and water production and supply industry.The proportion of carbon emissions in heavy industry continued to rise during the 12-year period and the average value was as high as 88.82%,the proportion of carbon emissions in high-energy industry continues to rise and the average reaches 80.91%,it can be seen that heavy industry and high-energy industry are the main sources of carbon emissions in the industrial sector of Henan Province.Then according to the value of the industrial carbon emission elastic coefficient of Henan Province from 2006 to 2017,the dependence of the economic growth rate and carbon emission growth rate of the mining industry ranks first among the three major sectors of the industry and the coefficient value is as high as 0.833.And the efficiency data analyzed by DEAP software can be concluded that the industrial energy environmental efficiency of Henan Province is the best in 2011 and 2014,the industrial economic environment efficiency was the best in 2006,and the mining industry has the best overall efficiency in the energy and economic environment in the industrial sector.Finally,based on this,put forward relevant policy recommendations to promote the development of industrial low carbon in Henan Province,the recommendations are divided into two aspects: binding measures and incentive measures.Among them,restricting the development of high-carbon industrial development measures include optimizing energy structure and optimizing industrial structure;Encouraging the promotion of low-carbon industrial development measures includes encouraging the development of strategic emerging industries,encouraging the development of industrial technologies,and improving fiscal and taxation policies and carbon emissions trading systems.
