At present,China's carbon emissions are still rising year by year.To fulfill the promise of peaking until 2030,effective carbon emission reduction measures are needed.China's logistics industry is the second-largest contributor to carbon emission,accounting for its large proportion of the entire carbon emissions.Developing low-carbon logistics is crucial for China to achieve energy-saving emission reduction and to develop a low-carbon economy.Due to the different levels of development of logistics industry in various regions of China,there are also differences in their carbon emissions.If the government insists the “one size fits all” governance measures,it will gain the governing difficulties and won't achieve the best effect.Therefore,it is necessary to implement differentiated carbon emission reduction measures according to the regional differences in the carbon emissions of the logistics industry,and take the influencing factors of the logistics industrial carbon emissions in various regions into account so that it could promote the development of low carbon in the logistics industry.China's high carbon emission problem has been highly concerned by scholars at home and abroad,but the literature on the study of the differences in carbon emissions in the logistics industry still need to be further enriched by relevant literature.Therefore,based on the realistic background of carbon emissions in logistics industry and the shortcomings of existing research,this paper uses Theil index and LMDI decomposition index to comprehensively measure the regional differences of China's logistics industry carbon emissions and the dynamic evolution of various regional influencing factors.The main contents and conclusions of this paper are as following:First,it analyzes the development status of China's logistics industry from three aspects: logistics scale,logistics investment and logistics operation effect.It turns out that the scale of China's logistics industry is expanding continuously.After entering the economic new normal development in 2014,the growth rate has slowed down.However,China's logistics costs are still higher than the global average,and it is necessary to further promote the logistics industry to reduce costs and increase efficiency.By comparing the four major regions,the development of China's logistics industry is characterized by the eastern > central > western > northeastern regions.Through the statistics of logistics energy consumption,it is found that the trend of total energy consumption is consistent with the trend of the logistics industrial scale,and the energy consumption is mainly based on petroleum.According to the method of IPCC(2006),the carbon emissions of the logistics industry are measured.It is found that the carbon emission intensity of China's logistics industry is higher than that of the eastern and central regions in the northeast and western regions.Second,it measures the absolute and relative differences in carbon emissions from the logistics industry.The absolute difference between the range and the standard deviation is selected.The results show that the absolute difference of carbon emissions in the logistics industry in Chinese various provinces is expanding.Using the Theil to measure the relative differences based on the two indicators of total carbon emissions and carbon intensity in the logistics industry.On this basis,the decompose the regional differences to achieve the main conclusions are as follows: Carbon emissions in the logistics industry among eastern region shows the biggest difference.The central region has the smallest regional differences.The two result of measurements in the central region are the closest and the smallest,and it indicates that the carbon emission level of the logistics industry in the central region is consistent with the development level of the logistics industry.There are some differences,which indicating the development level of the logistics industry is not quite fit in its carbon emissions in the eastern provinces,are between the two measurement results in the eastern region.Regional differences account,with a contribution rate of more than 70%,play the dominant role of regional differences.Third,it establishes the LMDI model to decompose the factors affecting the carbon emissions of the logistics industry into six major effects: energy structure,energy efficiency,transportation mode,logistics output,economic development and population size.So the conclusions are as following :(1)Economic development is the most important factor in the increase of carbon emissions in the logistics industry,the population size effect has the least contribution to the carbon emissions of the logistics industry,and the logistics output effect is the main factor to curb the increase of carbon emissions in the logistics industry.Therefore,when formulating carbon emission reduction measures for the logistics industry,it is necessary to fully consider the imbalance of regional economic development and set differentiated emission reduction strategies.It is also necessary to put the industry into large-scale and specialized promotion,and further enhance the role of the logistics industry in economic development.(2)The energy intensity effect is characterized by the first promotion and post-inhibition characteristics in the four regions,indicating that the energy intensity of China's logistics industry has been improved during the research period.(3)The effects of energy structure effects and transportation modes have different effects in various regions,and have exerted an inhibitory effect in the east and promoted in other regions.In the eastern region,the level of logistics interconnection is higher,the transportation mode is more reasonable,and the energy structure is more optimized.Mainly because of the higher level of logistics interconnection in the eastern region,more reasonable transportation methods,and more optimized energy structure,especially in recent years,new energy logistics vehicles and multimodal transport in the eastern region have been well developed.Therefore,this measure should be promoted nationwide to optimize the overall level of energy consumption structure and transportation mode of China's logistics industry.Finally,combined with the current situation research and empirical conclusions,it proposes relevant countermeasures for the development of low carbonization in China's logistics industry.That is to improve the level of transport interconnection;optimize energy structure,improve energy efficiency;promote regional logistics linkage development;improve logistics informationization.In a word,this paper takes four major regions of China as the research object to explores the degree of differences in the carbon emissions of the logistics industry and the influencing factors.According to the empirical conclusions,this paper proposes relevant countermeasures for the development of low-carbonation in the context of regional differences in order to provide relevant reference to China's logistics industry.
