With the development of society,the urban population is becoming more and more intensive.As the main place for people to live and work,the safety of community is getting more and more attention.Relevant government units and social organizations have invested a lot of manpower and financial resources to improve the safety of the community,but the incidence of community accidents is still high due to the investment direction,investment method and other reasons.Therefore,based on the analysis of the causes of community accidents,this paper using ISM explanatory structure model and network analytic hierarchy process(ANP)to analyze the influencing factors of community safety.Theoretical analysis,literature review and model validation were used to construct and analyze the community risk assessment model.Through the statistical analysis of domestic community safety accident cases,the community safety accident is divided into fire,traffic accident,object strike,etc.The reasons affecting community security are divided into four aspects: human,machine,environment and management.On the basis of the analysis of accident causes,a community risk assessment index system is established,among which there are 4 first-level indicators,including social capital,physical environment,organization and community residents.There are 20 secondary indicators,such as community organization participation,safety inspection and supervision,and residents’ safety awareness,etc.ISM model is used to establish the hierarchy chart of evaluation indexes,divide risk factors into layers,clarify the influence relationship between factors,and determine the direct cause,indirect cause and root cause of community safety.This paper USES the analytic hierarchy process(ANP)to calculate the weight of each index.Finally,the multi-level matter-element model of community security risk is established by applying matter-element analysis theory.Through the multi-level matter-element model,the division of community security level can be obtained,and the security state of each subsystem can be quantified.The multi-level matter-element evaluation model is proved to be reasonable and feasible by an example.
