| Since the 18 th National Congress,the Chinese government has attached great importance to the construction of ecological civilization,continuously enriched and improved relevant policies,and established the development concept of building a socialist ecological civilization.In the 19 th National Congress of the CPC,the construction of ecological civilization was further elaborated,and the construction of ecological civilization was promoted to the millennial plan for the sustainable development of the Chinese nation.It was clearly stated that "accelerating the reform of eco-civilization system and building a beautiful China".This clarifies the new concept and new path of ecological civilization construction in the new era,and points out the direction and implementation path for accelerating the level of ecological civilization construction.The construction of ecological civilization has been elevated to an unprecedented height.Ecological governance is an important part of the construction of ecological civilization,and it is also the key link of the construction of ecological civilization.Improving the efficiency and level of ecological governance is not only conducive to improving the quality and efficiency of ecological civilization construction,but also an important focus to actively adapt to the new normal,which is of great significance for promoting the construction of ecological civilization.Although the overall ecological situation of our country has improved,the situation is still grim,and there is a deteriorating situation in some areas.At present,ecological governance is mainly carried out under the leadership of the government.Over the years,the practice of ecological governance has accumulated abundant data and theory.However,ecological governance is a dynamic and long-term systematic project.In this context,it is of great practical significance to study the effect of local government's ecological governance and its promotion measures.Coordination and promotion of ecological governance has become a major issue facing us at present.Dapeng New Area is the area with the latest establishment time,the smallest total economic volume and the most beautiful ecological environment in Shenzhen.Since its establishment in 2011,the Shenzhen Municipal Committee and the Municipal Government have clearly put forward the development policy of "priority of protection,scientific development,fine management and upgrading level" in Dapeng New Area.In2014,Dapeng New Area was designated as the experimental area for the reform ofShenzhen's ecological civilization system.Dapeng New Area undertakes the historic task of exploring the way for Shenzhen's and even the whole country's ecological governance.Since its establishment,Dapeng New Area has been focusing on environmental protection and ecological governance.Through efforts in recent years,the environmental quality of Dapeng New Area has been continuously improved,and the coordinated development of economy and environment has been realized.Based on the theory of public management,this paper takes Dapeng New Area as a typical case.Starting from the achievements and existing problems in the ecological management of Dapeng New District,the paper analyzes the relevant literature and supplemented the data from the field survey to analyze the causes of the ecological governance problems in Dapeng New District,and simultaneously combines the cases of ecological governance at home and abroad.Compare and propose measures to improve the ecological management of Dapeng New District.Try to further improve the ecological management of Dapeng New District and ensure the long-term protection of the ecological environment of Dapeng New District.At the same time,from the angle of local government's ecological governance,our research also explores how to optimize the government's ecological governance mechanism,construct a Pluralistic Ecological Governance system,provide new thinking for local ecological governance from the academic point of view,and provide measures for ecological governance in the economically developed eastern coastal areas from the practical point of view. |
