Study On The Effective Management And Strategy Of Nature Reserves In Shanxi Province

This paper makes a comprehensive investigation about the nature reserves' current conditions in Shanxi Province with the method of collecting data from references and from the nature reserves directly,and it focuses on seven national nature reserves and 39 provincial nature reserves.Considering conditions of the geography and natural resources,this paper provides 24 evaluating index quantities and 100 evaluation factors on four aspects including management bases(A),management conditions(B),management measures(C)and management effects(D).Each evaluation factor is quantified as 1-3 point and this makes up the effective management evaluation system on protection of nature reserves in Shanxi Province with the equation of Ttot=?i=14Ai+?i=17Bi+?i=110Ci+?i=13Di.Making the evaluation on 46 built nature reserves with special focus on Pangquangou,Lishan,Luyashan,Yangchengmanghe,Wulushan,Heichashan and Konglingshan,seven national nature reserves.85%of the nature reserves in Shanxi Province meet the basic requirement and only seven fail,with the ratio of 15%.Pangquangou,Wulushan,Heichashan and Yangchengmanghe get grade of A in the evaluation from the seven national nature reserves and the other three get grade B.On the basis of the evaluation,the problems are following:the object who takes responsibility is not clear,management method lacks revising.administration sections' functions are overlap,human resource is lacking.level of research is low,funding is lacking.community management is poor,evaluation is vacuum,etc.The suggestions are given:make the object who take responsibility clear,revise the management method,divide the management work clear among different administration sections,hire more people and train more staffs,introduce funding.strengthen research ability together with the community management,make the evaluation in time,etc.It is for improving the management level and providing powerful society substantial conditions for Shanxi's economic development in the future.
