Study On Quality Management Of Design Documents For Coal Engineering Projects

In China’s energy industry,coal,as an important main pillar industry,has been driving the rapid development of national economy and industry.In recent years,as the National Development and Reform Commission regulates and controls the annual total amount of coal recoverable in various provinces,many small coal mines with potential safety hazards are facing the situation of deadline rectification or shutdown.At the same time,the National Development and Reform Commission stopped examining and approving new and expanded coal mine projects.Under such market background,the competition among coal industry design enterprises becomes more and more fierce.Therefore,by improving the quality management level of design documents,it is an important way for design enterprises to produce high quality,reasonable technology and reasonable economy design documents,which are the core competitiveness of enterprises.Firstly,this paper takes Kunming Coal Design Institute as the research object to analyze.Based on the theory of project quality management and design document quality management model,it regards the quality management of design document as a systematic process.From the signing of design contract to the realization of deliverable results,it is a complete project life cycle.Regardless of the quality management stage of design documents,the links affecting the quality of design documents include five factors:personnel,environment,machinery,operation methods and raw materials.Then,according to the actual situation of Kunming Coal Design Research Institute,the quality characteristics and quality evaluation of design documents are introduced.The factors affecting the quality of design documents are analyzed from the perspective of "human,machine,material,method and environment",and the quality management level evaluation model of engineering project design documents is constructed.The indexes of the evaluation model are ranked hierarchically.Finally,in order to verify the validity and scientificity of hierarchical ranking,25 preliminary design reports with typical representatives of Kunming Coal Design Institute in recent five years were collected by sampling survey method,and the evaluation model was verified by quantitative analysis results of control charts in quality tools.Finally,the quality management improvement measures to improve the design documents of Kunming Coal Design and Research Institute are put forward.Provide reference suggestions for other design institutes in coal industry.
