The upper reaches of the Yangtze River as the Yangtze River Economic Belt "ecological priority,green development" strategy implementation of the focus and key areas,its Yangtze River heavy chemical industry high-density layout,"heavy chemical surrounding the river" grim,resulting in ecological environmental risk "red light"frequency.Therefore,how to promote the high quality development of industrial economy under the premise of "putting ecological environmental protection in an overwhelming position"? How to avoid industry falling into the extensive agglomeration predicament of "first pollution,re-treatment",and "put the pollution in the cage"? "Ecological agglomeration" has become an unavoidable and important problem in the construction of the modern industrial zone in the upstream region,and the sustainable coupling evolution of industry "ecological agglomeration" in the upper reaches of the Yangtze River will be the key to the practice of "ecological priority and green development" and promote the leap-forward development of the broken area,and to strengthen the "upstream consciousness" ",reflecting the" upstream level "is of great significance.Firstly,on the basis of relevant theories and research results,this paper makes an innovative theoretical construction of industrial ecological agglomeration,and secondly,describes the general situation of industrial development in the upperreaches of the Yangtze River,and gives a statistical description of the development level of industrial agglomeration in combination with location entropy and EG index,and from resource consumption and The general situation of industrial ecological environment development is described in three aspects of pollutant ranking and pollution control,and then the evaluation system of industrial ecological agglomeration index is constructed from three aspects of agglomeration ecology,agglomeration scale and agglomeration benefit,and the level of industrial ecological agglomeration in the upper reaches of the Yangtze River is evaluated by two-step global principal component analysis method.,and on this basis,the influence factors of industrial ecological agglomeration in the upper reaches of the Yangtze River are studied by using the Panel regression model.Finally,the following conclusions are drawn:First,industrial ecological agglomeration is the state and process of harmonious coexistence and coordinated development of various subsystems,industrial system and natural ecosystem and external environment in industrial agglomeration system.The development scale is coordinated with the regional resource endowment,the development law follows the operation law of the natural ecosystem,the development process is a dynamic evolution process from ecological imbalance to ecological integration,the development relation complexity involves a wide range,the influence factors are numerous,and follows the dynamic evolution law of "industrial agglomeration → industrial ecological agglomeration → industrial ecological cluster";Second,the upper reaches of the Yangtze River are mainly labor and resource-intensive industries,industrial park development level is low,labor and resource-intensive industries have a high degree of agglomeration,industrial environmental governance needs to be further strengthened,and the upper reaches of the Yangtze River 4 provinces and cities in Chongqing,the industrial environment development is the best;third,The ecological level of industrial agglomeration in the upper reaches of the Yangtze River is on the rise,and basically maintained in the order of "Chongqing > Sichuan > Yunnan > Guizhou",the scale of industrial agglomeration is relatively stable,basically maintained in the order of "Sichuan >Chongqing > Yunnan > Guizhou",the efficiency of industrial agglomeration isgrowing,and the basic maintenance "Sichuan > Chongqing > Yunnan> Guizhou " In order.And the level of industrial ecological agglomeration as a whole also shows a rising trend,and 4 provinces and cities,Chongqing in 2000-2005 and 2015-2017 industrial ecological agglomeration level is higher than other regions,Sichuan Province in 2006-2014 years more than Zhongqing,from the second leap to the first place,Yunnan Province development is relatively stable,has been in the upper reaches of the Yangtze River,the level of industrial ecological agglomeration in Guizhou Province has been at the bottom;V,the industrial factor endowment structure and foreign direct investment play a positive role in promoting the level of industrial ecological agglomeration in the upper reaches of the Yangtze River,The strength of government environmental regulation and technological innovation ability have a negative inhibitory effect on the level of industrial ecological agglomeration in the upper reaches of the Yangtze River.Based on the above research conclusions,this paper puts forward five suggestions for the development of industrial ecological agglomeration in the upper reaches of the Yangtze River: first,strengthen industrial ecological agglomeration and strengthen the construction of eco-industrial parks.Second,effectively promote environmental regulation and improve the construction of institutional mechanisms.Third,strengthen ecological and environmental protection technology,the implementation of innovation-driven strategy.IV,based on its own resource endowment,strictly adhere to the ecological bottom line.V,actively encourage the introduction of foreign capital,promote the development of investment and environmental protection. |
