Study On River Basin Ecological Compensation Mechanism Of Urban Agglomeration In The Middle Reaches Of The Yangtze River

Urban agglomeration in the middle reaches of the Yangtze River is a very lage urban agglomeration including Wuhan city circle,Ring of Changsha-Zhuzhou-Xiangtan urban agglomeration and Poyang lake urban agglomeration as the main body.It is an important component and has occupied an important place in the pattern of regional development in our country.The dissertation systematically and deeply study the river basin ecological compensation mechanism construction of urban agglomeration in the middle reaches of the Yangtze River so as to provide the theoretical support and policy suggestions for the river basin ecological compensation mechanism construction of urban agglomeration in the middle reaches of the Yangtze River and to promote sustainable utilization of water resources and high quality economic development.The dissertation summarized the background,significance,purpose and content of the river basin ecological compensation mechanism construction of urban agglomeration in the middle reaches of the Yangtze River,then summarized the methods and technical routes used in the study and the dissertation also systematically coordinated and briefly commented the related research at home and abroad.On the above basis,the dissertation carried on the thorough definition of related key concepts like ecological compensation,ecological compensation mechanism,basin ecological compensation and the river basin ecological compensation mechanism of urban agglomeration in the middle reaches of the Yangtze River.The dissertation also deeply analyzed the relevant theoretical basis and systematically illustrated the theoretical analysis routes of the study.The dissertation illustrated the development history of urban agglomeration in the middle reaches of the Yangtze River in detail,teased out the relevant content of urban agglomeration in the middle reaches of the Yangtze River in law and policy,and pointed out that the current situation of the river basin ecological compensation of urban agglomeration in the middle reaches of the Yangtze River can be described that the river basin ecological compensation of urban agglomeration in the middle reaches of the Yangtze River has been provide with basic legal basis and rich related policies,but specific guidance and detailed requirements of holistic compensation.The each river basin ecological compensation of Wuhan city circle,Ring of Changsha-Zhuzhou-Xiangtan urban agglomeration and Poyang lake urban agglomeration is relatively independent.Each of them has different schedules,directions and policies.The three regions did not formed the unified whole.The river basin ecological compensation of urban agglomeration in the middle reaches of the Yangtze River is in the initial stage of compensation for research and exploration.At this basis,the dissertation analyzed the problems and shortcomings in current river basin ecological compensation of urban agglomeration in the middle reaches of the Yangtze River,and summarized the experience and inspiration of typical practices of river basin ecological compensation at home and abroad through analysis and research.The dissertation classified the 31 municipal administrative district local governments of urban agglomeration in the middle reaches of the Yangtze River into two kinds.One was called protecting-constructing or using-saving basin water resources government;one was called using-destroying or benefitting basin water resources government.The dissertation studied the static game and the dynamic evolutionary game of two kind governments in river basin ecological compensation of urban agglomeration in the middle reaches of the Yangtze River.The results shows:In order to ensure the success operation of river basin ecological compensation,we must introduce the central government to adjust the behaviors of local governments and give full play to the role of the central government as the organizer,coordinator and mediator in the river basin ecological compensation.We should build up the corresponding incentive constraint mechanism to reward the governments fulfilling its duty and to punish the governments unfulfilling its duty,and the amount of rewarding and punishing should satisfy certain conditions.At above basis,the dissertation put forward that the subject&object of the river basin ecological compensation of urban agglomeration in the middle reaches of the Yangtze River should be judged by the water usage amount,if the water usage amount of the region exceeds the total amount of water available in the region,the region overuse the water resource and can be judged as the subject of the river basin ecological compensation and should pay the compensation;if the water usage amount of the region is less than the total amount of water available in the region,the region conserved the water resource and can be judged as the object of the river basin and should obtain compensation.The dissertation put forward the calculation method of river basin ecological compensation standard based on the method of water footprint,and used it with the decoupling analysis method to quantitative analyze the coordinated relationship between the use of water resources and economic development of the whole and the municipal administrative area of the urban agglomeration in the middle reaches of the Yangtze River in 2000-2015.The main conclusions were:①Presenting the overall upward trend,the overall water footprint of the urban agglomeration in the middle reaches of the Yangtze River rose and fluctuated firstly,and rose steadily again in 2000-2015.The per capita water footprint showed the same change trend as the overall water footprint;Water efficiency improved continually,showing a trend of rising steadily year by year;Water resources shortage fluctuated between 36%to 89%;Rate of water resources for private use is very high,remaining above 98%every year.②The relationship between the use of water resources and economic development of the urban agglomeration in the middle reaches of the Yangtze River in 2000-2015 was in the decoupling coordinated state,in 2002 and 2006,the relationship was in the absolute decoupling of quality coordination state,which means that the water consumption ratio decreases when the economy grows,while in other years,the relationship was in the relative decoupling of primary coordination state,which means that the water consumption increases at relative low ratio when the economy grows.The dissertation constructed the calculation model of river basin ecological compensation standard of the urban agglomeration in the middle reaches of the Yangtze River,and made the empirical research on the basin ecological compensation standard of the whole and the municipal administrative area of the urban agglomeration in the middle reaches of the Yangtze River in 2000-2015.The results showed that the urban agglomeration in the middle reaches of the Yangtze River can be thought that it has economically used water resources or its water resources was occupied by other regions,so it can be defined as the object of river basin ecological compensation and it should obtain compensation,In 2002,it should obtained the maximal compensation standard of 419.86 one hundred million Yuan.In 2010,it should obtained the second-largest compensation standard of 346.62 one hundred million Yuan,and in 2011,it should obtained the least compensation standard of 36.91 one hundred million Yuan.The compensation standards changed greatly every year,showing broad horizontal wave patterns.While the compensation standard showed an upward trend from 2013.On the basis of empirical research,the dissertation put forward the policy recommendation for the payment of the river basin ecological compensation standard of the urban agglomeration in the middle reaches of the Yangtze River.The dissertation put forward the policy suggestion that the river basin ecological compensation of the urban agglomeration in the middle reaches of the Yangtze River should choose the capital compensation mode,the policy compensation mode and the industry compensation mode.And the dissertation also put forward that in the river basin ecological compensation of the urban agglomeration in the middle reaches of the Yangtze River,we should apply the capital and policy compensation mode in terms of regional connectivity,water conservancy construction,energy supply and information sharing,and applies the industry compensation mode in terms of industrial cluster,modern service,agricultural construction and industrial cooperation.Then the dissertation put forward that the river basin ecological compensation supporting mechanism of urban agglomeration in the middle reaches of the Yangtze include coordination mechanism,system security mechanism,benefits evaluation mechanism and propaganda and education mechanism.The dissertation also put forward that we should construct the coordination mechanism on the basis of setting up the river basin ecological compensation management committee at all levels,should take improving the legal system of the river basin ecological compensation as the core to construct the system security mechanism,should take the evaluation of compensation policies and benefits as the main content to construct the benefits evaluation mechanism and should take the innovation of publicity and education methods as the measures to construct the propaganda and education mechanism.
