Research On The Cost Control Of Urban Sewage Treatment

With the promotion of the new urbanization process,the total amount of urban sewage discharge in China has been increasing year by year,and the demand for sewage treatment is also increasing.In 2015,the State Council issued an action plan based on the main directions of industrial,urban and rural sewage treatment,and became the action guide for current and future national water pollution prevention and control work.At present,the construction of China's urban sewage treatment plants is developing very rapidly.Up to thousands of sewage treatment plants have been put into operation.These operating sewage treatment plants have high operating costs.It can not be operated at full capacity or in a state of outage.The power consumption is large,up to several times that of developed countries.There are power consumption wastes in different degrees,environmental and social benefits cannot be achieved very well.In addition,China's sewage treatment industry started to develop relatively late compared to some traditional industries.Most of them were mostly located in large cities.Later,they gradually advanced to small and medium-sized cities.There are some shortcomings in design and management,the operation management personnel are bloated,and the cost control awareness is weak,which has become an urgent problem to be solved in the development of urban sewage treatment plants.Combining with the representative case of D urban sewage treatment plant,this paper has carried out a relatively in-depth study on the cost control of urban sewage treatment plant.Based on the theory of cost control,the paper uses the target cost method to formulate the cost control objectives of D urban sewage treatment plant,and decomposes the cost control objectives of the sewage treatment plant based on the cost project and the organization department respectively by the standards and methods of target cost decomposition.Through the comparison between the actual cost and the target cost after the decomposition,and the analysis of the reasons for the difference,we find the problems in the cost control of D urban sewage treatment plant,and propose optimization countermeasures according to the actual situation,and explore a feasible solution suitable for the cost control of D urban sewage treatment plant,so as to reduce the cost of urban sewage treatment plant,and point out the direction for the development of urban sewage treatment plant.
