From Fracture To Bridge:the Research On The Relationship Between The Promotion Of Officials And The Environmental Governance Of Local Governments

Over the past thirty years of reform and opening up,China’s economic growth has attracted worldwide attention.However,behind the strong economic development,environmental pollution and frequent accidents have always provoke a sensitive nerve of the public.With the increasingly frequent environmental reports,the public’s demands for environmental protection of the government has become increasingly strong.China has always maintained a high degree of attention to environmental issues.The construction of ecological civilization eighteen generals of the party in a prominent position,put forward the overall layout of the five.Throughout my academic circles on Ancient Chinese Literature Search environmental governance theory,most from two aspects:on the one hand,the reality of environmental governance conditions,technical basis,influencing factors and treatment results were explained and demonstrated;on the other hand to put forward by improving the system of environmental governance in our country local government strategy.These two aspects complement each other,especially the construction of the theory provides a reference for the specific implementation of environmental governance.However,there is still a lack of relationship between the promotion of officials and the local government environmental governance.Through literature review and theoretical analysis,qualitative analysis level,this paper argues that there is an obvious relationship between the two,but the relationship between strength with present "social development break" and "bridge" two kinds of situations:in fracture stage,promotion and environmental governance of local government because of economic growth factors and has weak correlation in the bridge;stage change obvious relationship between the promotion of officials and local environmental governance,environmental governance effect to a certain extent,the effective promotion of officials.The formation of the fracture relationship is mainly due to the three factors,namely,the concept of "economic construction first",the non balanced stimulus of political incentives and the "unconventional" promotion opportunity of personnel reform.But the relationship between the fracture operation has its defects,the main performance is:environmental protection and performance concept has not yet been established,lack of environmental protection and promotion of political incentive environmental construction of legal system is not perfect and the social participation is low.With the economic development and social transformation,the relationship between local officials and bridge the promotion of government environmental governance,which is in the relationship between the fracture related defects can be changed to make the case,this change is still in development,the ideal state of two levels:the first is coordinated with the economic and political promotion the environment;followed by the government,the public and the formation of environmental protection enterprises.Of course,because of the close relationship is always dynamic change,therefore,the system still has changed the concept of environmental protection is not complete,lack of positive incentives,promotion and management of insufficient environmental governance normalization regulation equality and multiple cooperation reflects the lack of problem.On this basis,this paper further puts forward the macro logic thinking of promoting the environmental governance power of local government,and puts forward corresponding micro Countermeasures on the experience of environmental governance in Japan and germany.
