In recent years,the environmental protection industry has gradually become an important goal and key for many countries to innovate and adjust the industrial structure.China has also paid more and more attention to the development of the environmental protection industry.First,in order to understand China’s environmental protection industry more comprehensively and promote its development,this paper conducts spatial statistical analysis of the environmental protection industries in various provinces,and finds that there are obvious regional differences in the investment in the industry and the number of patent application authorizations.Second,this paper uses the location entropy to measure the concentration of environmental protection industry in China’s provinces.And the results show that the eastern coastal areas have the highest level of agglomeration,followed by the central region and the western region with the lowest concentration.Finally,using the spatial panel data model to analyze the impact of spatial technical spillovers on the data of 30 provinces in China from 2004 to 2015,it is found that the environmental protection industry in China’s provinces does have spatial technical spillover effects,but the agglomeration of environmental protection industry in different regions will have different impacts on technology spillover.Among them,the environmental industry clusters in the northeastern provinces and eastern provinces have little effect on the promotion of spatial technical spillovers,while the concentration of environmental protection industries in the central provinces and western provinces will positively promote regional technology spillover,especially in the western provinces.This conclusion may not be consistent with the general understanding.Wang Hao(2012)and Xie Li(2016)believe that this is because China’s intellectual property protection is still relatively weak.When the level of agglomeration of enterprises in the eastern coastal areas is high,the externalities will be more obvious.In order to protect their rights,related companies will strengthen the protection of environmental protection technology,and secondly,they will lack the motivation to carry out technological innovation,which is not conducive to the exchange of environmental technology and knowledge.At the same time,this paper argues that there is a “declining marginal effect” between the level of agglomeration and spatial technical spillover.In the central and western regions,the level of industrial agglomeration is low,the level of marketization is also low,and there are sufficient resources to absorb and utilize technology.Therefore,continuing to raise the level of agglomeration will effectively promote spatial technical spillovers.In the eastern coastal areas,the level of industrial agglomeration is relatively high,and the actual utilization rate of various resources is also high.Therefore,continuing to raise the level of agglomeration economy marketization and the foreign direct investment will also effectively promote regional technology spillovers.In view of the above conclusions,this paper believes that the following advice will be useful.First,the central and western regions should increase investment in environmental protection industries and stimulate technological innovation.Second,each province should continuously optimize the agglomeration of environmental protection industry.For example,the eastern coastal region should strengthen intellectual property law awareness and increase High-tech R&D investment,while the central and western regions should vigorously promote the development of non-state-owned enterprises and actively undertake environmental protection transfer in the eastern coastal areas. |
