| Since the reform and opening up,China’s manufacturing industry has made rapid development,but the environmental problems brought by the development of manufacturing industry are still severe.China’s ecological environment has been severely damaged.Environmental pollution and ecological imbalance have become serious threats to human survival.As the competitive advantage of manufacturing industry is mainly energy and population advantage rather than technological innovation level advantage,but with the consumption of energy and resources and the disappearance of demographic dividend,this advantage gradually weakens.The problem of ecological environmental pollution caused by the industrialization of our country has seriously damaged the economic efficiency,and technological innovation is an important way to solve environmental pollution.In his report to the 19th national congress of the communist party of China,general secretary xi jinping clearly proposed to"promote the formation of a comprehensive opening pattern to expand foreign trade,foster new forms of trade and new business models,and promote the building of a strong trading nation.Therefore,it is of great significance to study how to improve the innovation ability of China’s export products and realize the innovation-driven transformation.The influence of environmental regulation on technological innovation is divided into two schools:"porter hypothesis"and"traditional school"."Porter hypothesis"holds that environmental regulation has incentive effect on technological innovation,which can improve enterprises’ technological innovation ability and increase their profit rate.But traditional school thinks it is negative effect.Based on this,this paper classifies the manufacturing industry from the pollution intensity of the industry,applies the fixed effect model,and USES the panel data of 25 manufacturing industries in China from 2008 to 2015 to conduct an empirical study on the relationship between environmental regulation and technological innovation.Study found that the influence of environmental regulation on technical innovation was a"U"type curve,with the strengthening of environmental regulation,the impact on the technological innovation by the environmental regulation of phase to decide,in our country is now at a turning point of the left,should continue to increase the intensity of environmental regulation over the critical value,the reversed transmission enterprise technical innovation level;In different industries,the improvement of environmental regulation has different impacts on industries with different degrees of pollution.In other words,the improvement of environmental pollution has a strong industry difference on technological innovation.It has the greatest impact on heavily polluting industries.The impact of moderate polluting industries is weak;There is uncertainty about the impact on lightly polluting industries.The strengthening of environmental regulation increases the cost of enterprises,while the increase of production cost reduces the product competitiveness of enterprises.However,the improvement of technological innovation level reduces the cost of enterprises and improves the export competitiveness.What is the ultimate impact of environmental regulation and technological innovation on product quality improvement?Aiming at this problem,by using the model of a dynamic panel,research on environmental regulation,technology innovation for manufacturing export products quality improvement of direct effect and indirect effect,get the following conclusion:from the industry,said environmental regulation level and manufacturing product quality improvement was positively "U" type curve,the left at an inflection point at the present stage in China,the long tern should strengthen environmental regulation level,improve the level of enterprise technology innovation,and improve the quality of enterprises to export products;In terms of industries,the level of environmental regulation in the heavily polluted industries and the moderately polluted industries presents a positive u-shaped curve with the improvement of the quality of manufactured products.Among them,the relationship between the level of environmental regulation and the improvement of the quality of manufactured products is not obvious.From the fourth chapter and the fifth chapter can be concluded that environmental regulation has a significant effect on intermediate variable,and environmental regulation,technology innovation and manufacturing export products quality is significant relationship between these three,the following conclusions can be thus,environmental regulation can affect the technological innovation promoted to influence the product quality,manufacturing technology innovation is the key of the intermediate links of manufacturing product quality improvement,the improvement of technology innovation can improve the production efficiency,optimize production equipment,increased the international market competitiveness of manufacturing products,improve the quality of export products of the manufacturing level.
