The current situation of water scarcity and the rapid development of urbanization have put China's water development into great pressure.As an important part of the integrated development of Beijing-Tianjin-Hebei,Shijiazhuang City has attracted many concerns and attentions in its public infrastructure construction.The construction of water projects with sewage treatment as its main business is the top priority of urban development.The successful construction of hutuo river BOT project of HKG company in Shijiazhuang is of great significance to effectively solve the problem of water resource shortage and water environment pollution in the region.Through the research and analysis of the project,according to the characteristics of the operation stage of the sewage treatment BOT project and the weight of the influencing factors,this thesis selects the management and control ideas for the assessment of financial,technical,risk factors,financing and capital structure indicators,forms a management and control mode from the three stages of initiation,construction and operation,and puts forward reasonable suggestions on the establishment of economic benefit index system and asset management and control mode of water BOT projects of HKG company.Specifically,it is implemented in stages to promote the transformation of engineering cost control to capital operation cost control and establish the management mode of capital and income distribution,which will effectively enhance the core competitiveness of HKG company and provide reference for the BOT project construction in the water industry.In the face of the new situation in the water industry,how should the traditional water industry in China use the BOT model,what problems should be solved when applying the BOT model,and how the new model should be managed and operated to promote the enterprise to adapt to the new situation and develop continuously.This thesis also has relevant discussions and recommendations.
