With the rapid development of market economy,the competition among enterprises has become the competition among talents,and the ability to manage talents has become the core competitiveness of enterprises.Performance management is an effective means of personnel management within the company,which can help the company to carry out human resource management,so that the strategic objectives of the enterprise at all levels of departments and employees to reach a consensus,layer by layer decomposition and transmission,and ultimately achieve the strategic objectives of the company.And through scientific and fair evaluation of the performance and contribution of employees,and constantly develop the potential of employees,to attract outstanding talents.In the process of China's overall GDP slowdown,some enterprises also began to be affected.Taking iron and steel enterprises as an example,due to the economic downturn,the customer demand of some iron and steel enterprises has been significantly reduced,the product supply of enterprises exceeds the demand,the economic turnover is not good,in order to recover costs quickly,these enterprises reduce the price of iron and steel,and eventually the enterprise losses and other adverse situation.State-owned enterprises are the backbone of national economic development,and they account for half of the important industries related to national economy and people's livelihood,such as iron and steel.In order to get advantage in the fierce market competition,the state-owned enterprise managers are realizing that traditional performance management system has been unable to meet the needs of enterprise development,and the scientific performance management system can maximize the potential of employees,give full play to the talent in the leading role of enterprise development,realizes the enterprise and employees of mutual benefit.L steel co.,LTD.,as a large domestic iron and steel enterprises,due to the state-owned enterprise system limit,"Commons","equalitarianism" thought influence,and has been without scientific and effective management,the performance of employees in these iron and steel enterprises in the internal personnel management on some inadequacy,such as the internal personnel management strategy combined with the overall development of the enterprise target,lack of scientific and systemic performance standard design,performance management process part missing links,inadequate performance evaluation result application,etc.,these problems have seriously hindered the development of L steel co.,LTD.In order to make the performance management system better serve the development of the company,this paper designs and improves the performance management system of L steel co.,LTD.This paper first introduces the iron and steel enterprises to carry out the background and significance of performance management,through consulting a large number of literatures,scholars at home and abroad are summarized in detail to the performance management of advanced research achievements and relevant theoretical basis for performance management,together with the present situation of iron and steel co.,LTD performance management L,by using the methods of questionnaire survey to carry out the research,finding out the L steel co.,LTD.,the existing problems and causes of the problem.Secondly from the company's strategic goal,comprehensive use of key performance indicators method and the balanced scorecard method,set up enterprises,departments and employees three levels of KPI,form the L steel co.,LTD.,strategic goal oriented performance management system,at the same time to optimize the performance management process,five to ensure the performance management level of iron and steel co.,LTD.L get real ascension.Finally,according to the actual situation of the company,specific guarantee methods were given from the perspectives of organization,system,personnel and corporate culture to promote the effective improvement of the management and operation ability of state-owned iron and steel enterprises,and the performance management system before and after the improvement of L iron and steel co.,ltd.was compared to fully reflect the advantages of the new system.According to the solutions given above,the performance management problems within L steel co.,ltd.can be effectively solved.This paper aims at the problems in the internal management of L steel company,and gives targeted solutions.These strategies can make the internal staff management of the company more dynamic,which is a great reference for the company to solve the performance management problems,and can also bring some references to the industry.
