In recent years,the problems in coal-resource-type regions have been plagued with drastic decline in coal resources and serious environmental problems,which have seriously affected people's normal lives.The issue of realizing the transformation of the coal resource-based economy has become urgently needed.Under this background,on December 1,2010,the State Council formally established the "Shanxi Provincial Comprehensive Resource-based Reform Supporting Experimental Zone",which became China's first provincial,omnidirectional,and systematic national-level integrated reform experiment.Area.Then,has the country carried out a test of the transformation of a resource-based economy through the establishment of a reform pilot zone,has it been effective?What is the transformation of the pilot area?Is there any reference to the transformation of coal resources in other provinces and cities across the country?This is exactly the problem that this article should study.It is not difficult to find that the research on the transformation performance evaluation of resource-based regions is mainly based on principal component analysis.However,different documents have different selections of transformation evaluation indicators and the conclusions are not consistent.Taking into account the characteristics of the coal resource-based economy and the requirements for transition,this paper comprehensively considers factors in the economy,society,resources,and the environment when constructing the coal resource-based economic transition evaluation index.Then,taking Shanxi Province as an example,a comprehensive evaluation of the transformation performance of Shanxi Province was conducted by calculating the comprehensive score of the transformation performance,and a horizontal comparison was made of the transformation performance of the various cities in Shanxi Province.The results show that,in terms of the whole province,the transformation work has been in a steady rising stage,but the overall score of the transformation performance of most cities in the past three years has fluctuate down,and individual cities have been in a state of volatility,and the transition problem is severe.However,the comprehensive evaluation and comparative analysis of the status quo of the coal resource-based economy is still far from enough.It is important to consider how it can be transformed and how to accelerate its transformation.Schumpeter believes that"the economic change lies in innovation."Many scholars have also in-depth explored the role of innovation in the transformation.However,similar to the comprehensive evaluation of the transformation of resource-based economy,the existing literature also divergence on the comprehensive evaluation of innovation capability,and many documents do not consider the interaction of resource-based economy in the transition process,so the conclusions obtained may not be true.In view of this,this paper selects the evaluation index of innovation capability scientifically,and uses the principal component analysis method to comprehensively evaluate the innovation capabilities of Shanxi provinces and cities;then,the comprehensive variables of the innovation capabilities of various cities are taken as the core to explain the variables.The comprehensive score of transition performance is interpreted as an explanatory variable,and an empirical test of the impact of innovation capabilities of various cities on the transformation of their resource-based economy is conducted by constructing a spatial panel model.The results show that there is indeed a strict positive correlation between innovation capacity and the transformation of coal resource-based regions.Finally,we conclude that the overall transformation of Shanxi province has been in a steady rising stage for more than 10 years.However,in the past three years,the transition has experienced a volatility.In the case of individual cities,the transformation work has experienced severe fluctuations."Wave"trend.The empirical analysis of the impact of innovation on transformation has concluded that innovation does have a strict positive correlation with the transition,but the role of other factors cannot be ignored in the process of transition.Based on the above conclusions,a series of targeted policy recommendations are proposed.
