Research On Improving The Quality Of Local Environmental Legislation

While the number of local environmental legislation is increasing,we are also increasingly aware that the quality of local environmental legislation is becoming more and more prominent.Therefore,it is necessary to deeply explore the deep-seated problems existing in China's local environmental legislation,and put forward relevant solutions to improve the quality of local environmental legislation.Firstly,it is necessary to clarify the basis,purpose and basic legislative principles of local environmental legislation.Among them,the basis of local environmental legislation is mainly stipulated by the legislation law.The basic principles of local environmental legislation vary from place to place.Secondly,through the introduction of the development process,twists and turns and development trend of local environmental legislation in gansu province,the author makes clear the development practice of local environmental legislation in gansu province.To more typical of "the incident of qilian mountain national nature reserve in gansu province" of carding,analysis,explore the problems in several aspects of the local environmental legislation,such as the legitimacy of the local environmental legislation,characteristic and operability and procedural security problems,discusses the local environmental legislation universal existence insufficiency,and points out that the root of the problem.Based on the problems existing in local environmental legislation,this paper puts forward Suggestions and measures to deal with the problems existing in local environmental legislation by straightening out the relations between related organizations and institutions,technical norms and institutional safeguards of local environmental legislation.Based on the research of the gansu local environmental legislation quality analysis,can clear the local environmental legislation in China mainly has three problems,namely,legality,features and operational and procedural problems,therefore to dealing with the relation between several groups of local environmental legislation,improve legislation technology,in the design of local environmental legislation safeguard mechanism correctly when the local environmental legislation principles,in order to improving the quality of local environmental legislation.
