Environmental Policy,Environmental Investment And Third Party Governance

In practice,environmental governance has become one of the important tasks for the party and the country to practice the concept of sustainable development and implement the construction of ecological civilization.The report of the 19th CPC National Congress put forward the governance concept of "treating the ecological environment like life",which shows the determination of the party and the country in environmental governance and the severity of the current environmental problems in China.Drawing on the experience of developed countries,China could have avoided the traditional path of "pollution first,treatment afterwards".However,in the face of China’s special energy structure characteristics,this governance effect has not been achieved,and the environmental governance supply system behind it deserves more attention.As China’s environmental pollution prevention and control has entered a critical period,the marketization,specialization and industrialization of environmental governance have become a new trend of pollution prevention and control.In order to speed up the solution of China’s environmental governance issues,give full play to the advantages of market mechanisms and specialized governance,and guide the needs of social capital services for ecological civilization construction,governments at all levels in China have encouraged social capital to invest in ecological environmental protection and promote third-party environmental pollution management.Considering the environmental bottlenecks faced by the current development,it is significant to formulate environmental policies and make effective use of market mechanisms for environmental governance.At present,the research on environmental policy either focuses on the impact of environmental policy on the strategic choice of pollutant discharge enterprises,or mainly discusses its impact on the entire environmental protection industry from the macro level.When studying the impact of environmental policy on the development of environmental protection industry,most of them are based on normative methods and less empirical data are collected for empirical tests.How does environmental policy affect the performance of the third party governing enterprises?It is the market demand effect brought by the environmental protection investment of the polluter enterprises,or the complementary effect formed by the polluter enterprises and the government in the game of pursuing the maximization of their own interests,and the influencing mechanism needs to be further demonstrated.In view of the policy-dependent of pollution control,and the key role of the specialized division of enterprises in the market on the third party governance.This paper examines the impact of environmental policy and environmental investment on the performance of third party governance enterprises from 2010-2015.And finds that,(1)There are obvious differences in environmental policy in different regions of China.Under different environmental policy intensity,the performance of third-party governance enterprises is different.The greater the intensity of environmental policy,the better the performance of third-party governance enterprises.(2)Environmental policy promotes the performance of third-party governance enterprises by increasing investment in environmental protection,expanding the market demand for environmental protection products and services.(3)In view of the differences in the roles of state-owned enterprises as public agents and private enterprises that emphasize market benefits,the impact of environmental policy on third-party governance is mainly played through state-owned third-party enterprises,and the results show that third party governance of public service industry and manufacturing industry is greatly influenced by environmental policy.Therefore,it is still necessary to strengthen the implementation of the policy and classification policy of third party governance Enterprises in practice.
