Legal Research On Inspection And Maintenance System Of In-use Vehicles

Air is an indispensable element to maintain human life.Air quality is closely related to human life and health.In recent years,the situation of atmospheric environmental pollution is severe.The discussion on air quality caused by extreme weather such as fog and haze has always been the focus of public attention.According to the Annual Report of China’s Motor Vehicle Environmental Management(2018),in 2017,the total number of motor vehicles in China reached 310 million.China has become the world’s largest motor vehicle production and marketing country for nine consecutive years.Motor vehicle pollution has become an important source of air pollution in China.The excessive emission of pollutants from motor vehicles is an important cause of air pollution,and the urgency of motor vehicle pollution prevention and control has become increasingly prominent.In order to prevent and control vehicle emission pollution,on the one hand,through improving fuel quality,promoting new energy vehicles and other means,such as formulating and implementing new fuel standards,speeding up the elimination of yellow standard vehicles and old vehicles,vigorously promoting the promotion of new energy vehicles,etc.,to stop vehicle emission from the source.n the other hand,the system of vehicle detection and maintenance should be improved,such as the implementation of the new technical policy of vehicle pollution prevention and control,the new regulations of vehicle maintenance management,the new emission limits and detection methods of vehicle pollutants,etc.The purpose of further reducing emissions in the pollutant emission link can be achieved by improving the industry detection and maintenance technology.From the angle of perfecting the system of vehicle detection and maintenance,starting with the current situation of vehicle exhaust pollution control in China,this paper analyses the current system of vehicle detection and maintenance in China,compares the advantages and disadvantages of different systems,and draws out the focus of this paper: the new system of vehicle detection and maintenance,i.e.I/M system,and expounds that the implementation of I/M system is to reduce the side of vehicle exhaust pollution.In view of its superiority,we should study the legal safeguard ways to implement the I/M system,so as to raise the system to the level of legal norms,not only in the form of industry system or industry norms.At the same time,we should pay attention to not only the guarantee way for the implementation of this system,but also the legal restraint and improvement of the relevant legal system.
