Study On The Standard Of Ecological Compensation For Exploitation Of Coal Resources In Zhundong Mining Area

Coal is the main energy in China,is the cornerstone of energy security,since the reduction of coal resources and the decline in production capacity in eastern china,Xinjiang has become a new strategic area of sources in china.In recent years,relying on the abundant coal resources,Zhundong area has become an important constitute part of the fourteenth large coal base designated by the state,Which provides Zhundong coal industry a rather high stage for development.However,With the development of the industry of coal,the scale and strength of developing the coal resources keep increasing,the ecological destruction is very severe,in order to achieve the goal of green industrial system with the coal industry and modern service industry supporting each other,the ecological compensation mechanism of the development of the coal resources in Zhundong region needs to be set up,setting up ecological compensation standards conforming to the development of coal resources in Zhundong region is also a necessity,so as to find out a feasible way realizing a win-win situation of development of coal economy and ecological environment.On the basis of sorting out the research fruit related to the mineral resources at home and abroad,the core ideas of the five theories,including the absorptive external theory,property theory are sorted,surrounding the issue of development ecological compensation issue,based on first-hand data collected in field survey and case interview,comprehensive use of survey methods,qualitative analysis,quantitative analysis and other research methods to conduct a comprehensive analysis.the author proposes the host,subject,principles and forms of compensation,construction of the development and utilization of coal resources in Zhundong framework of ecological compensation standard.Through the consideration of the real condition of developing coal resources in Zhundong region,the author elaborates on the current condition of the development of the resources in the mining area in Zhundong and the environmental destruction and establishes the expense construct of the expenses of ecological compensation in the mining area in Zhundong,the calculation model of the ecological compensation standard of development of coal resources in the mineral areas in Zhundong.Take KangLong coal mine in FuKang city for instance,the lower limit of the ecological compensation standard is 2622051.45 yuan/a,the upper limit is 3287385.17 yuan/a,accounting for 3.68%-4.62%of its production costs.Take into account the current level of economic development in Xinjiang is relatively low and the truth of high tax and low profit for coal enterprises.it is suggested that the establishment of the ecological compensation expense standard in the Zhundong mineral area should refer to the lower limit of compensation,gradually achieve the long-term goal of the upper limit of compensation.
